ACTIVITY SUMMARY:
Local Partner Health Services – North and Southwest is a two-year Activity implemented by Joint Clinical Research Centre (JCRC) and funded by the US Department of State. The Activity is aimed at supporting the provision of life saving HIV/TB activities, Malaria prevention & treatment, Maternal & Child health including global health security across four regions of Lango, Acholi, Kigezi and Ankole. The Activity delivers this support using district-based, integrated quality packages for critical lifesaving health services for HIV/AIDS and TB, Malaria, MCH and Global Health Security.
GENERAL POSITION SUMMARY:
The District Based Teams (DBT) Manager provides managerial oversight to the district teams in planning, coordination of program activity implementation and engagements with district leadership in support of critical lifesaving HIV/TB services. S/he will sustain good working relationships with district leadership to provide a conducive environment for the technical leads, district teams and site teams to implement facility and community level activities working with local government health workers at the supported sites/districts in the region.
ESSENTIAL JOB RESPONSIBILITIES:
- Spearhead district engagement with district leadership for program priorities/ plans/activities.
- Work with the Technical Services Director, MEL manager and district teams in the development of weekly matrix activity plans.
- Work with the district teams in timely reviews and approvals for customized concepts/budgets, individual reports and leave plans.
- Participate in driving district-based teams’ engagement in routine data analysis, performance review and data usage to inform quality improvement initiatives within supported districts.
- Work with Technical leads to ensure the district teams support implementation of activities aligned to life saving priorities and participate in routine capacity building and review meetings.
- Provide guided support to districts in appropriate waste management, optimizing human and other resources.
- Participate in aligning the district/on-site program team to the integration approach driven by the supported district leadership.
- Support the districts in documentation of the best practices, success stories, abstracts for lifesaving services in the supported district/district.
- Support district accorded approvals of MOUs, district work plans and activity reports as per stipulated periods.
- Spearhead district communications on skilling of district/site teams on priority HIV/TB lifesaving services.
- Support district team performance management and leave management.
- Perform any other duties as requested and assigned by the supervisor.
QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE:
- The ideal candidate must possess a Bachelor’s degree in Medicine and Surgery (MBChB) or related field with Public Health/ project management as an added advantage
- At least 5 years of working with donor funded HIV/TB, malaria and MCH programs.
- Experience working with local government/districts and managing project teams.
- Excellent written, oral communication and presentation skills
- Computer proficiency in word, excel and power point.
