EXPRESSION OF INTEREST FOR THE PROVISION OF PILOTING COMMUNITY BASED TOURISM IN COMMUNITIES BORDERING MURCHISON FALLS PROTECTED AREA.

Totalenergies EP Uganda (COMPANY) in its capacity as an Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with the Joint Venture partnership hereby invites competent and experienced parties to express their interest in provision of services for piloting community based tourism in communities bordering Murchison Falls Protected Area (MFPA) for the Tilenga Project, Northern Albertine Graben, Republic of Uganda as further described below.
General Background/ Landscape
The geographic scope shall include piloting the project in Nwoya and Pakwach districts.
Scope of Services
The scope involves collaboration with communities around MFPA to develop sustainable tourism products that showcase the district’s unique heritage, enhance visitor experiences, improve local livelihoods, and help protect the surrounding Protected Area.
The EP is expected to:
Support sustainable conservation of cultural and natural resources through community-led tourism.
Mobilize and empower local community groups especially those affected by the Tilenga project for active participation in community-based tourism.
Build community capacity to plan and manage tourism initiatives through targeted training programs.
Foster strategic partnerships and market linkages among communities, protected area management, tour operators, NGOs, and the Uganda Wildlife Authority (UWA).
Develop collaboration with key stakeholders, including UWA, District Local Governments, and local communities.
Interested parties may participate in this EOI as a single entity or as an association of companies, where they shall (individually or collectively) demonstrate the following minimum requirements:
Minimum Technical Requirements:
The team leader should have a minimum of a master’s degree in tourism or a closely linked field.
A minimum of five years of experience in promoting cultural/natural heritage conservation and sustainable tourism practices.
Demonstrate a track record of designing and implementing tourism activities and enterprises that engage local communities especially around protected areas.
Familiarity with the Tilenga project context.
Experience working with government agencies, NGOs and private sector.
Demonstrate analysis and reporting skills.
In addition to the above mentioned technical capacity, the minimum requirements to participate in the pre-qualification process are:
Health Safety and Environment (HSE) Management system, Quality Policy and Training Procedures in compliance with local and international standards.
The required insurances for the services, including contractor employees.
Tax compliance.
Adequate financial capacity to undertake the overall contract.
Demonstrate compliance to the statutory National Content requirements for oil and gas operations as detailed in the 2016 Upstream Petroleum Regulations.
Current registration or application to be registered to the National Supplier Database.
EOI participation
Competent parties shall express their interest by submitting an email to the pre-qualification-supply@tilengaupstream.com on or before 7TH December, 2025 at 12:00 pm (Midday, EAT) to request for the pre-qualification questionnaire for the aforementioned services.
Interested parties shall:
(i) Quote in the subject-line: "PR NO 1044/2010: Provision of services: Piloting community-based tourism in communities bordering MFPA."
(ii) Provide the details of the participating company, name and physical address, contact person including a phone and email contact.
Following receipt of the EOI email request, COMPANY shall register an interested parties in its e-sourcing platform SAP-ARIBA*, to enable the interested parties to submit their completed pre-qualification questionnaires.
Key Notes:
(i) There is a mandatory requirement to be registered to the National Supplier Database (NSD) managed by the Petroleum Authority of Uganda (PAU). This also applies to Joint Ventures formed between a foreign and local firm.
(ii) Only pre-qualified companies will receive invitations to submit bids in furtherance of the Call for Tender process. The pre-qualification Questionnaires and later Call for Tender documents will be issued via COMPANY's official e-sourcing system SAP-ARIBA*.
