Context & Environment

As the Affiliate is in a period of major transformation (reorganizations, etc.) linked to its business and production prospects, it is imperative to support managers in managing their workforce and their payroll, to simplify, industrialize and digitize HR process, and ensure efficient and optimized management of tools and HRIS. The context requires that all possible cost optimizations can be identified, proposed and implemented. Additionally, there is need for a high level of skill and experience in expatriate administration and management with special focus on an understanding of and ability to implement the Total Energies international mobility framework.

Candidate Profile

Qualifications & Experience:

  • Bachelor’s degree in human resources, Social Sciences, Law or Business-related field
  • Minimum of 15 years’ experience in the Human Resource profession, specifically in relation to HR Operations management, Compensation and Benefits management and Expatriation Administration.
  • Working knowledge of French is an added advantage
  • Ensure the confidentiality/security of HR statistical data and ensure compliance with the integrity of HR data provided by the information system
  • Comply with HSE rules related to his/her work environment
  • Take an active part in operations to identify anomalies in her/his area of activity
  • Develop the HSE culture within her/his team
  • Ensure the project management of IS and digital projects specific to the HR department
  • Coordinate, within human resources, the actions carried out within the framework of digital IS projects by proposing possible developments and new innovative solutions
  • Ensure functional support, management and proper functioning of the affiliate's HRIS tools (HR4U, BASALI HR Access, Careers, Total Job Posting, OrgPlus, PeopleDoc)
  • Coordinate the training and support of Managers and employees of the affiliate through tools and HR innovation in the digital transformation of the Company
  • Assess and improve management, monitoring and control systems for the affiliate's Workforce and Workforce Budget
  • Coordinate the contribution of those involved in the Headcount Forecast headcount census (Entities/Budget/Cost Control/HR) and consolidate the result for CODIR presentation
  • Analyze the data and differences in terms of staff between the actual and the budget
  • Design, update and in a systematic and industrialized way, publish on a monthly basis, the organization chart of the affiliate based on HR4U data.
  • Guarantee the production of a monthly SOX file (Movement of Entry and Exit of the affiliate's Workforce)
  • Design and publication of internal and external reports (dashboard, social report)
  • Ensure the reliability and integrity of all HR data in the HRIS (HR4U and BASALI), be the interface for Headquarters on all subjects related to the quality of data
  • Ensure that all HR procedures are up to date by keeping a structured repository. Manage updates in coordination with the actors involved - Model, analyze, simplify and industrialize local HR processes. Digitize them if there is added value.
  • Ensure the interface with Headquarters on questions of job evaluation, including NP15+
  • Manage the bi-annual campaigns for the evaluation/positioning of NP4U positions by coordinating the various actors (Headquarters, TD, Heads entity)
  • Ensure the availability and consistency of job descriptions (DP) signed Manager / Employee in the HR4U tool.
  • Ensure the transparent transcription of the organization of the affiliate in the HR4U database.
  • Design and application of the remuneration orientations policy in the affiliates salary practices.
  • Carry out studies of the financial and regulatory impacts of projects aimed at modifying the structure of the remuneration or changing its practices.
  • Develop the affiliate’s payroll budget based on assumptions considering all the endogenous factors affecting its overall cost, and monitor them.
  • Supervise and ensure effective implementation, on behalf of the affiliate, Group campaigns on the salary practice (MSM) and the local MSI campaign (promotions/advancements).
  • Interface with Headquarters and external bodies on compensation surveys (Benchmark Mercer, HAY, etc.)
  • Supervise the labor management plans on site following up on Audit reports and mitigation activities Spear heads the Job evaluation campaign for the Affiliate. This campaign will involve.
  • Ensuring the interface with Headquarters on questions of job evaluation, including Senior Management roles.
  • Training the National resources on the new Job evaluation system
  • Managing the bi-annual campaigns for the evaluation/positioning of NP4U positions by coordinating the various actors (Headquarters, TD, Heads entity)
  • Ensuring quality control, availability and consistency of job descriptions in line with the Group’s requirements.
  • Ensure the transparent transcription of the organization of the affiliate in the HR4U database
  • Supervise Expatriate Management processes.
  • Ensure that all expatriate on boarding is done in accordance with the Company rules and regulations.
  • Ensure observance of all HR Administration activities to RAPMI and Instruction d ‘Application and subsidiary regulations for all expatriates.
  • Review and update Instruction d ‘Application as needed - Inform and advise expatriates on company internal regulation (RAPMI, Instructions d ‘Application)
  • Develop and periodically review the local rules and policies for expatriate administration.
  • Act as Focal point of contact between the Affiliate and the Headquarters with regard to expatriate administration and management
  • Liaise with HQ for all administration matters such as payroll, leaves, allocation of time sheets on STAR System
  • Follow up with Headquarters on expatriate personnel movement
  • Prepare reporting and statistical data for Headquarters and external parties
  • Communicate with the HQs and the “home country” regarding contractual relationships
  • Coaching, mentoring and development of the staff under expatriate administration team
  • Initiate the expatriate administration staff into the international global networks for expatriate management and mobility to ease coordination of mobility processes and development of progressive networks.
