IRC, together with partner organizations listed, is implementing a Multisectoral ECHO Project. The VITAL consortium will address increasing health and protection risks for refugees and host communities driven by the ongoing influx of refugees, regular disease outbreaks, and declining funding. International Rescue Committee (IRC) will partner with Lutheran World Federation (LWF), and local partners Uganda Red Cross Society (URCS) and African Women & Youth Action for Development (AWYAD) to deliver a localized integrated response based on multi-sectoral expertise and learning from past ECHO actions to ensure improved health, safety, and wellbeing of crisis-affected communities in Uganda (Principal Objective).

VITAL prioritizes integrated lifesaving interventions for new refugee arrivals, where risks are highest and gaps greatest, to ensure the most vulnerable and at-risk people affected by conflict, displacement and epidemics have increased access to lifesaving services (Specific Objective).​ The action will address specific service gaps at points of entry, transit and reception centers, and refugee settlements with high caseloads of new arrivals, integrating Protection (Result 1), Multi-Purpose Cash Transfers (MPCT) (Result 2), Epidemic Preparedness and Response (EPR) (Result 3) and safe, accountable referrals to other multi-sectoral providers. A Crisis Modifier (Result 4) will provide flexibility to respond to large refugee influxes and/or major disease outbreaks

JOB OVERVIEW:

Reporting directly to the MEAL Coordinator, they will strengthen the MEAL efforts, approaches, and systems to foster MEAL Functions within the ECHO VITAL consortium, focusing on Comprehensive Health, EPR, Protection, and Multipurpose Cash Transfers (MPCT). The position supports the design, implementation, and continuous improvement of sectors specific and integrated MEAL approaches, ensuring that high‑quality, disaggregated data is generated, analyzed, and used to inform evidence‑based decision‑making, adaptive management, and donor reporting. The role contributes to ensuring compliance with ECHO MEAL requirements, OECD‑DAC criteria, Sphere and CHS standards, while promoting accountability to affected populations (AAP) and learning across consortium partners. Working closely with program teams and partners, the role strengthens routine monitoring, evaluations, feedback, and complaints mechanisms (FCMs), and learning processes, while ensuring that MEAL systems are protection‑sensitive, cash‑appropriate, and functional in emergency contexts.

RESPONSIBILITIES:

Leadership and Partnership

Manage all technical aspects and actions of MEAL regarding the ECHO Vital project; respond to program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, and donors.

Improve MEAL systems and approaches and foster learning for the VITAL Project.

Representing IRC at technical meetings, forums, and other events & build partnerships within IRC and other areas of expertise.

Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.

Collaborate with Partner MEAL teams within and outside IRC to support harmonization of the VITAL MEAL systems and approaches, sharing capacity and experiences.

Technical Oversight

Monitoring and Evaluation.

Lead the MEAL system and processes for the MEAL System Design & Strategy (ECHO‑Compliant):

Develop logical frameworks, MEAL plans, digital data collection tools, processes for online data management, including the ECHO Beneficiary counting table (BCT)

Establish and ensure timely data flow, quality checks, and audits, and updating of data visualization.

Oversee and provide technical support to MEAL field activities.

Undertake regular analysis of monitoring data and work closely with ECHO Consortium coordinators and managers to facilitate decision-making for real-time program adaptation.

Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.

Identify, detail, and share lessons learned to improve services and results for our clients.

Oversee routine monitoring, post‑distribution monitoring (PDM), and process monitoring across: Emergency preparedness, Comprehensive health, Protection, and Multi-purpose cash interventions.

Engage in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.

Advocate for and support the expansion of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis, and visualization.

Join and contribute to the ECHO Consortium's effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

Accountability and Learning.

In collaboration with the VITAL consortium partner programs teams, lead the implementation of a functional complaints and Feedback mechanism for the project. This includes setting up clients’ preferred feedback channels, developing feedback tools and documentation, and providing timely responses to client feedback.

Analyse client feedback data and share with the Consortium program team during project/program review meetings to inform strategic and programmatic decisions and course correction.

Conduct project staff capacity building on feedback management processes and their role in maintaining a functional feedback system.

Support the development of Client Responsiveness and Accountability information sharing materials/briefs, posters, and brochures, and dissemination to relevant stakeholders, partners, and Clients.

Coordinate deliberate and systematic learning opportunities during project implementation.

Harvest and disseminate lessons learnt, and documentation products developed on a monthly and quarterly basis.

Manage knowledge-sharing events – in collaboration with the project team, scope and manage the successful execution of periodic knowledge-sharing events such as peer learning sessions, workshops, and project learning platforms.

Build capacity for the generation of lessons learnt and knowledge products like stories of change by the project teams.

Human Resources

Coordinate, lead, mentor, and support a dynamic small to medium team of M&E/MEAL staff; foster timely and high-quality achievement, and an inclusive and respectful team climate.

Promote the growth and development of others in IRC teams and partners in M&E/MEAL: Lead and craft high-quality technical training and learning materials for partners, colleagues, and junior staff.

Participate in the recruitment and onboarding of country M&E/MEAL officers, assistants, and (if relevant) external consultants.
