Future Options Consulting Ltd is recruiting on behalf of a reputable public sector development institution in Uganda with a mandate to promote strategic investments, economic development, research, and sustainable growth across key sectors of the economy.
MAIN PURPOSE OF THE JOB
To oversee the Corporation’s cash flow management, the senior officer prepares investment strategies, ensures liquidity and optimises financial performance. The Senior Officer also drives process improvements and implements efficient treasury systems while aligning with the Corporation’s strategic objectives.
DUTIES AND RESPONSIBILITIES
Cash Flow Management
Oversee and implement cash management strategies to ensure optimal liquidity for operational needs and strategic investments.
Lead the forecasting of short-term and long-term cash flows, providing proactive solutions to maintain liquidity and address potential cash flow challenges.
Coordinate with other departments to understand cash requirements and align treasury operations with corporate financial planning.
Investment Management and Capital Allocation
Provide management with market analysis to guide the placement of surplus funds in short-term financial instruments, while evaluating the organization’s competitive advantage for long-term strategic project investment.
Manage investment of excess funds in short-term securities while ensuring compliance with internal controls.
Follow up on all investment deals, ensuring that partner payments are made on time and investments support the Corporation’s broader financial strategy.
Collaborate with finance teams to optimise capital allocation and advise on capital structure decisions, balancing debt and equity for industrial development projects.
Cost Optimisation and Risk Management
Monitor interest rates to identify refinancing opportunities that minimise borrowing costs and enhance the corporation’s financial position.
Advise on strategies to manage the corporation’s debt portfolio, optimising the structure and timing of debt-related decisions.
Identify and mitigate financial risks related to treasury activities, including currency, interest rate, and credit risks.
Ensure prudent management of key treasury operations risks, developing effective policies to address them.
Implement and manage liquidity buffers to ensure sufficient cash is available for operations, investment needs, and contingency planning.
Develop strategies to minimise liquidity risk, including stress testing and contingency planning for various financial scenarios.
Banking Relationships and Foreign Exchange Management
Negotiate with banking partners to secure favourable terms, rates, and services that align with the Corporation's financial strategy.
Foster strong relationships with financial institutions to ensure ongoing support for liquidity, investments, and banking services.
Monitor banking fees, ensuring competitive pricing and terms for the Corporation's accounts and services.
Manage foreign currency transactions, ensuring accurate conversion rates for international vendors, and supporting project financing.
Prepare daily forex bureau rates and communicate updates to relevant departments.
Implement strategies to mitigate risks from currency fluctuations, including hedging when necessary.
Treasury Reporting
Prepare and present detailed reports on cash flow, investment performance, and debt to the Director, offering analysis that supports strategic decision-making.
Provide actionable insights and recommendations to enhance liquidity management and optimise treasury operations.
Ensure all reports comply with regulatory and corporate standards and are submitted within deadlines.
Compliance and Regulatory Reporting
Ensure full compliance with all regulatory and legal requirements related to treasury activities, maintaining adherence to internal policies and external standards.
Prepare, review, and submit accurate regulatory reports on time, mitigating any risk of non-compliance or regulatory penalties.
Treasury Systems and Process Improvement
Identify opportunities to improve treasury systems and processes, implement best practices to increase efficiency, and reduce operational risks.
Leverage technology and automation to enhance the accuracy and speed of treasury operations while ensuring transparency and control across all processes.
Leadership and People Management
Supervise subordinates by setting clear goals, providing mentorship and promoting continuous improvement through regular feedback, performance evaluations, and recognition of achievements.
Perform any other duties as assigned by the Supervisor.
Qualifications
Bachelor’s degree in Finance, Accounting, Business Administration, Commerce, Banking, Finance and Business Studies or related field and;
ACI Certificate is essential
Certification in either Association of Chartered Certified Accountants (ACCA), Certified Public Accountant (CPA), Chartered Financial Analyst (CFA) is an added advantage
Post graduate qualification in a related field is an added advantage.

Six (6) years of experience in a similar function.
