Description
True North Consults is hiring a Customs Declaration Officer responsible for ensuring the accurate preparation, classification, and submission of customs declarations for petroleum products. The role involves scrutinizing import and export documentation, confirming correct tariff classifications, and ensuring all declarations are made in full compliance with all requirements.
Responsibilities
Document Verification & Tariff Classification
- Scrutinize all shipping and customs documents to ensure accuracy and correct customs tariff classifications before preparing entries.
- Verify product descriptions, quantities, and values to ensure consistency with supporting documentation.
- Prepare and lodge import and export declarations in the relevant declaration systems for all petroleum consignments.
- Compile and verify documentation: commercial invoices, bills of lading, certificates of quality/origin, product transfer documents (PTDs), and pipeline movement tickets.
- Accurately classify oil products (AGO, PMS, Jet A-1, LPG, etc.) under the correct Harmonized System (HS) codes to determine proper duty and tax obligations.
- Compile and verify documentation: commercial invoices, bills of lading, certificates of quality/origin, product transfer documents (PTDs), and pipeline movement tickets.
Client Coordination
- Liaise with clients to resolve issues relating to tariff codes, product specifications, or documentation discrepancies.
- Ensure all communications, clarifications, and adjustments are formally recorded for accountability and audit purposes.
Customs Declaration Preparation
- Prepare and submit accurate import and export declarations in the relevant systems in a timely manner upon receipt of full documentation.
- Ensure entries are completed promptly for consignments whose vessels have already arrived or are due for clearance.
Risk Management & Problem Resolution
- Identify and mitigate compliance risks such as misdeclarations, quantity variances, or delayed entries.
Tariff Dispute Resolution
- Provide professional input and support during tariff classification disputes or customs queries raised in the clearance process.
- Coordinate with Customs authorities to facilitate prompt resolution and maintain compliance.
Risk Management & Problem Resolution
- Identify operational and compliance risks and implement mitigation measures.
- Handle complex customs issues, disputes, and audits.
- Liaise with customs authorities and other regulatory bodies to resolve clearance challenges.
Regulatory Compliance Monitoring
- Stay constantly informed of changes in customs laws, tariffs, and import/export procedures, and ensure company processes remain compliant.

Education, Skills & Experience
Qualification
- Diploma or Degree in Clearing & Forwarding, Customs Administration or a related field.
Required Experience
- Minimum 3–5 years of proven experience in customs declaration, preferably within the petroleum industry.
- Advanced knowledge of ASYCUDA and related customs clearance systems.
- Sound knowledge of tariffs, HS codes, trade agreements, and oil and gas import/export compliance requirements.
- Strong attention to detail with the ability to handle high-volume documentation accurately and efficiently.
- Understanding of declaration processes, with specific knowledge of petroleum product declaration.
- Excellent communication skills for effective liaison with customs officials, agents, and internal teams.
- Ability to work under pressure and within tight timelines in a dynamic operational environment.
