JOB DETAILS:
Job Purpose:
The Faecal Sludge Treatment Plant (FSTP) Supervisor will be responsible to oversee, plan and manage the operations of the FSTP at Imvepi Refugee Settlement to ensure a comprehensive and effective management system is in place. The role shall include establishing and defining the objectives as well as goals of the National Society at the FSTP; working with staff and volunteers to help implement the guiding policies of waste disposal and evaluating the actual success of waste management plans following implementation.

The FSTP Supervisor will be pivotal in business case of the plant, protecting the environment and minimizing the impact of waste disposal and handling processes. He/She should have an interest in the environment and an awareness of the current and future sustainability issues. The position holder, with support from the URCS Disaster Risk Management Director and the Austrian RC through the FSTP Committee will be required to implement the proposed set of activities for improved WASH/Waste services delivery at the FSTP within the Imvepi Refugee Settlement and host communities of Terego district. With support from technical support teams, s/he will manage, lead, and gradually strengthen the capacity of other team members at the FSTP, consisting of other staff, volunteers, and community members, to enable the team to manage the waste management centre operations self-sufficiently.

Key Result Areas
Principal Accountabilities
Strategic planning and Management
• Lead and support the Faecal Sludge Treatment Plant (FSTP) project implementation and accountability including adherence to specific procedures, financial methods, and related costs pertaining to waste management services and environmental compliance.
• Oversee the Business case and sustainability plan of the FSTP
• Ensure national, state/local environmental standards are met and adhered to.
• Ensure a regular flow of information and communication with the URCS Director DRM, the Austrian Red Cross, and relevant stakeholders through the FSTP Steering Committee.
• Ensure adequate manning of the FSTP and all its components in close coordination with the FSTP Steering Committee and through the URCS Arua Branch Office.
• Promotes the quality of operations based on timely response, effectiveness, efficiency, and relevance according to adequate standard operating procedures and management policies.

Coordination, advocacy and representation
• Attend and represent URCS in relevant WASH coordination meetings in West Nile and as required.
• Liaise and coordinate with authorities, OPM, UNHCR, IOM, UNICEF, WASH partners, district authorities and other relevant stakeholders in consultation with FSTP Steering Committee on waste management related topics.
• Liaise with the URCS WASH Partners within the RCRC Movement to assure technical knowledge management in waste management and recycling topics.
• Coordinate with other technical staff in other Directorates to ensure a common approach, synergy and sharing of information.

Faecal Sludge Treatment Plant Operations Management
• Review the existing & establish operational, sampling and testing protocols for the FSTP together with the laboratory Officer.
• Educate, train, and inform staff & volunteers on the required FSTP management practices.
• Apply an efficient waste hierarchy model, apply waste management options on re-use, reduce, recover, recycle, and dispose of waste materials, and manage sub projects like briquette making, plastic and metals recycling etc.
• Forecast and submit financial and operational requirements (tools, equipment, and consumables) for the smooth operations of the entire FSTP and coordinate these with URCS.
• Produce appropriate documentation required to track, move, label, and timely report on FSTP initiatives and waste management.
• Ensure relevant level of industry specific knowledge and key developments are adopted and operationalised in the FSTP.
• Ensure that all data and information of the FSTP is updated, well organized and easily accessible.
• Ensure that lessons learnt and best practice of the FSTP are capitalized.
• Provide technical guidance and support on-site regarding operation and maintenance, upgrade, upscale and safety topics.
• Technically support and implement investments through the FSTP Steering Committee aimed at improving the performance of the FSTP

Resource Mobilization and partnerships
• Participate in the development of new proposals to scale up successful WASH innovations in line with the Disaster Risk Management Strategy.

Performance Monitoring, Evaluation & Reporting (PMER)
• Ensure that all activities are monitored, and that key performance indicators are reported on a regular basis to ensure that the objectives are achieved.
• Establish and support quality service standards, aims, objective and measurable outcomes (MEAL) as well as building upon URCS monitoring and evaluation and ensuring best practice.
• Design proper project accounting and impact tracking tools and systems for the programme reporting.

Performance Management and Program Quality.
• Manage and guide the field team of staff and volunteers in all operations concerning the FSTP operations (collection, storage, treatment/processing, sampling, testing, quality assurance, final disposal of the end products, and other as required). This may include hazardous waste.
• Manage and guide the operations of the FSTP through the field staff and volunteers.
• Manage and guide the operations of the FSTP Laboratory through the laboratory Officer and volunteers.

Budgetary controls and asset management
• Prepare, manage and monitor work plans and budgets by developing monthly budget monitoring framework, including monthly budget variance analysis (BVA) as well as following up to ensure that required service outputs are delivered within approved budget allocations and provide value for money
• Ensure safe custody of and efficient use of the national society’s resources & assets assigned to staff under your supervisor

Volunteer Management
• Identify exemplary performance and recommend such to Management through the Volunteer Management Officer for reward.
• Set the number of days’/hours volunteers are supposed to volunteer per week /month.
• Support OD in volunteer selection, recruitment, engagement, motivation and retention.
• Set the project time frame and at what stage volunteers will be needed.
• Support programme requests to the Director DRM for extension of volunteer’s engagement in case there are still pending works after the end line of the project.
• Support volunteers to work in a safe, healthy and conducive environment.
• Support the development of volunteer’s trainings/capacity building agenda
• Organize quarterly project volunteer team building sessions.
• Support Branches to conduct individual volunteer performance assessment
• Set up a selection criterion for the volunteers

Integration of Prevention of Sexual Exploitation and Abuse Policy:
• Ensure all the staff and volunteers you supervise and representatives understand and comply with all aspects of Prevention of Sexual Exploitation and Abuse Policy.
• Create an organisational culture and fostering a working environment which is free from and prevents sexual exploitation and abuse and supports the implementation of this Policy.
• Apply and maintain mechanisms and managerial systems to support the implementation of this Policy including effective supervision, awareness raising, prevention, reporting, and responding.
• Role model the standards of conduct and behaviour required by this Policy and by making every reasonable effort to create and maintain an environment that assists in preventing SEA.
• Take immediate and appropriate action of reporting upon receipt of any report or complaint about SEA allegations, concerns or suspicions or retaliation related to SEA, as stated in the present policy under.
• Integrate the issue of prevention of sexual exploitation and abuse systematically into information campaigns, training and meetings with affected people with particular attention given to vulnerable groups.
• Report SEA incidents as per reporting mechanisms established in 8.4 of the PSEA Policy
• Promote engagement with local groups such as gender groups, women’s associations and those representing marginalised people such as disabled peoples’ organisations, with aim of awareness raising on zero tolerance for SEA and, where appropriate, working jointly to set gender-sensitive community-based complaint mechanisms that put the rights, capacities and needs of survivors at the center.

Carries out any other lawful assignment allocated by the immediate Supervisor.
• The jobholder is cooperative and readily responds to any ad hoc tasks assigned to him.

QUALIFICATIONS/REQUIREMENTS
Minimum qualifications, working experience and competencies:
Education Qualifications
• Minimum Bachelor’s Degree in Accounting, Finance, Commerce or any related field an approved, recognized and reputable university.
• At least level II Certified Professional Accountancy qualification; i.e.; ACCA, CIMA, CPA is a MUST.

Essential Experience
• Minimum of at least 2 years’ relevant work experience in a similar position.
• Profound work experience in the application of an accounting software;
• Prior experience of NAVISION accounting software is an added advantage.
