Position Summary:
The Human Resource Manager plays a vital role in establishing and maintaining a strong organizational structure and ensuring the smooth day, operations of Annual Sasa. This position is responsible for developing, implementing, and maintaining frameworks for staff accountability, employee support, welfare programs, and professional development initiatives. The HR Manager engages the entire employee lifecycle—including recruitment, onboarding, training, performance management, and offboarding—while ensuring full compliance with labor laws and internal policies. This role also maintains accurate employee records and manages the Human Resource Information System (HRIS), fostering a positive, inclusive, and collaborative-centered workplace culture. The HR Manager collaborates with leadership to align HR strategies with the mission and goals of Annual Sasa.
Essential Duties & Responsibilities
- Staff Accountability & Performance Management
- Oversee, manage, and monitor performance management systems to drive a culture of excellence.
- Coordinate end-of-producing, mid-year, and annual appraisals in collaboration with the managers.
- Follow up on timely submission of appraisal forms and provide constructive feedback to staff.
- Staff Support, Welfare & Development
- Address employee complaints, grievances, and disputes in accordance with the HR Manual.
- Promote positive staff relationships and a healthy work environment. Assess training needs and coordinate relevant programs (courses, job rotation, guest lectures).
- Collaborate with the Counseling Department to promote health and wellness among staff.
- Conduct regular check-in meetings with kitchen staff, receptionist, and cleaner.
- Oversee implementation of staff benefits including leave management, payroll updates, and medical insurance. Maintain and update the leave database/roster, ensuring all staff have annual leave plans.
- Onboarding & Offboarding
- Coordinate recruitment activities including job postings, screening, and interview scheduling.
- Facilitate orientation for new employees to ensure understanding of Annual Sasa policies and values.
- Manage the exit process for resigning or terminated employees, including documentation and clearance procedures.
- HRIS Management & Compliance
- Maintain an up-to-date Human Resource Information System (HRIS) and physical employee files.
- Review and update HR policies and procedures in alignment with Ugandan labor laws and organizational needs. Ensure organizational compliance with labor regulations and internal policies.
- Collaborate with the Finance Manager to ensure the staff list reflects all HR changes (new lines, terminations, promotions).
- Organizational Development & Legal Compliance
- Contribute to the newly submission of monthly, quarterly, and annual HR reports and statistics.
- Listes with organizational lawyers regarding employee legal matters as needed.
- Coordinate with the Division Labor Office to maintain full legal compliance.
Skills and Abilities
- Strong problem-solving and analytical thinking. Excellent verbal and written communication skills.
- High cultural competence and ability to relate to diverse populations. Strong confidentiality, discretion, and emotional intelligence. Ability to prioritize, organize, and follow through on multiple tasks. Professional judgment and ethical decision-making. Effective team player with the ability to work independently.
Qualifications / Education and Experience:
Minimum of a bachelor’s degree in Human Resource management preferably (2-3 yrs) experience. Previous HRM experience in a multicultural will be an added advantage profundly NGO set up, must be proficient in IT and computer use. Professional understanding of technical operations and functions in Human resource management.
