JOB DETAILS:
Compliance:
• Adhere at all times to the values and principles of the Company Code of Conduct.
• Be conversant/comply with Uganda Legislation, Company Rules, Procedures, and Instructions; ensure full compliance with SOX standards with respect to system security and reporting.
• HSE:
• Promote HSE Culture (including Lifting Safety Companies) to prevent and reduce lifting incidents.
• Performs the Lifting High Potential incidents analysis and ensure actions plans are implemented.
• Participate in Lifting Accident and Incident investigations as required (origin, cause tree analysis, corrective action deployment).
• Contributes into return of experience governing and prepare Safety Feedback Notices when required.
• Follow-up Lifting register and KPIs system in TEP Uganda.
Operations:
• Ensures application of Company Rule CR-EP-HSE-043 and Lifting Management System (LMS) at Site level.
• Provides Site level technical operational support to the Enable infrastructure, Project (Construction) Drilling and Workover and Field Operations) for the lifting operations and equipment.
• When required, provides technical support during procurement, or hire of Affiliate lifting equipment or lifting service providers.
• Develop and review Generic and critical lifting plans.
• Support at Site level with a lifting expertise to all RSES/RSES-D (Responsible for Safety and Environment on Site), carry out lifting reviews and audits for each site and/or contractors on yearly basis.
• Performs checks and fitness for purpose on lifting appliances/accessories, CCUs and evaluate their utilization on site.
• Seeks assistance from CPLO (Competent Persons for Lifting Operations) when authority or competency are not sufficient.
• Support at Site level with all lifting audits.
Methods:
• Participate in development technical documents and procedures as per TEP Uganda needs.
• Application the Affiliate Lifting Management System documents ensure that it is well understood and fit to the purpose.
• Responsible for application of the methodology, rules, and instructions for Lifting and Handling operations
• Participate in the process of lifting derogations requested by TEP Uganda for exemption from Company Requirements.
Reporting:
• Prepares Site weekly & monthly reports and any other ad-hoc reports when requested by the management.
Lifting & Handling Expertise:
• Focal point for all Lifting & Handling related activities at Site level; reviews and advise CPLO/RSES&RSES-D on non-conformities or any improvements required.
• Provides expertise in the field of Lifting & Handling operations to support Drilling, Projects, Logistics, and other Clients.
• Assesses and provide a clear picture to CPLO and D&W Logistics Superintendent of the situation at operational sites in terms of personnel competence, training, document review (procedures, certificates, maintenance records, training documentation, etc.), cranes, forklifts, loose lifting gear, man riding cranes, rigging lofts, winch equipment etc.;
• Ensure communication of the routine lifting activities and campaigns at remote Sites.
• Ensure application of common practices/tools and encourage its implementation at remote Sites.
Personnel:
• Ensure validity of the competencies required to SLS and advise to CPLO, RSES / RSES-D.
• Support development and assessment of Lifting & Handling team knowledge in the domain of common lifting, heavy Lifting and Handling operations within the context of the remote Sites.
• When necessary, proposes and defines additional training for personnel involved in Lifting & Handling operations (training program(s) and follow-ups).
Candidate profile
• To have a minimum of 5-7 years of experience in Lifting & Handling Oil and Gas related activities (ashore and onshore) with engineering degree with industry related qualifications such as LEEA, EAL, OPITO, CPA, NORSOK and good communication skills.
• Experience in lifting operations ideally in different fields of application (supervision, calculation, inspection, etc.) with a broad and extensive knowledge in operations / equipment applying International standards such as BS, ISO, API, LOLER, NORSOK;
• Experienced in Oil and Gas Industry having worked in onshore and offshore operations in various duties, such as: Rigger; Rigger Foreman; Rigging Supervisor; Lifting Supervisor; Lifting Superintendent; Site Lifting Specialist; training and coaching as a plus;
• Experience in Lifting equipment: inspector for General Lifting Equipment, all types of Cranes (onshore & offshore), containers & CCU’s, forklift trucks and stackers, winches, and powered hoists, overhead travelling cranes, runway beams and swing jibs, wire rope inspector;
• Ability to work in a multi-cultural business environment;
