Project Name: The Global Health Supply Chain – Procurement and Supply Management Uganda
Background: The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Global Collaboration to Improve Availability of Health Commodities
Purpose
The Procurement Specialist-Lab will be part of the team responsible for procurement of all lab commodities under the Decentralized Procurement (DCP) mechanism as well as international procurement through GHSC-PSM Global supply Chain Team. S/he will work with several stakeholders to lay ground for procurements through active participation in forecasting, supply planning and monitoring consumption and use of lab commodities.
Principal Duties and Responsibilities
As Procurement Specialist -Lab for the GHSC-PSM Uganda Program, the employee is responsible for the following principal duties and responsibilities:
• Serve as the point of contact for sourcing of the lab commodities and monitoring the progress of order fulfillment.
• Work closely with Procurement Advisor-Lab and the DCP ISC manager to ensure that all orders are followed during procurement and that documentation files are up to date as per the SOPs.
• Achieve at least 80% on-time delivery (OTD) and on-time delivery in full (OTIF) by managing the progress of orders for products funded under the specific task order from the point of intent to request by the USAID Mission in country through delivery of the product to the country. Order management activities include directing a team to:
o Ensure viability and accuracy of delivery and financial commitments that are being made by GHSC-PSM,
o Follow established protocols and seek necessary internal (Finance, Risk) and external approvals (USAID),
o Track and conduct analyses of cycle times, sources of risks to signed and unsigned request orders, and proposed solutions, communicating problems and progress to the Procurement Advisor and DCP ISC Manager,
o Liaise with GHSC-QA or FHI360 to ensure products are tested as required and are of acceptable standards,
o Monitor orders/POs to ensure that the supplier fulfills commitments as per negotiated contracts,
o Work with the Deliver/Return team to ensure products are delivered based on committed dates,
• Utilize program procurement tools (ARTMIS) and tools to ensure timely and accurate placing of orders for laboratory commodities.
• Work with procurement Advisor-Lab to establish and implement Decentralized Procurement strategies for the PSM Uganda Program.
• Participate in regular review and update of supply plans for laboratory commodities and work closely with Quantification Procurement Planning Unit (QPPU) to ensure accurate supply plans are shared in a timely manner.
• Build, strengthen and maintain relationships with local and international suppliers.
• Provide timely notifications of expected shipments for each month/quarter to supply chain stakeholders (QPPU, and Joint Medical Stores) to ensure the warehouse is prepared to receive incoming commodities.
• Regular verification of GHSC-PSM procured stock at central warehouse and service delivery points (SDPs).
• Provide regular reports on activities carried out including monthly and quarterly progress reports.
• Carry out additional responsibilities as may be assigned from time to time by the Procurement Advisor-Lab.
Qualifications
• Bachelor’s degree in medical laboratory science or other relevant degree; master’s or other advanced degree in the relevant field preferred.
• Minimum (3) years of laboratory commodities supply chain management experience. (Forecasting, supply planning, procurement).
• Knowledge of USAID funding and its contractual and reporting requirements preferred; experience managing USAID-funded health programs strongly preferred.
• Knowledge of distribution operating systems, logistics and program procurement required.
• Computer skills, particularly in MS Office software, word processing and spreadsheets
• Strong leadership and motivational ability.
• Strong written and oral communication skills.
• Excellent problem solving and decision-making skills.
• Experience using program information systems.
• Written and Spoken English required.
Level of Effort and Location
The location of assignment is Kampala, Uganda with intermittent travel throughout the Country.
