JOB DETAILS:
MCD Global Health is a nonprofit global health organization recognized in the United States and around the world as a leader, innovator, and trusted partner. MCD is working alongside John Snow, Incorporated (JSI) to implement the five-year USAID-funded U.S. President's Malaria Initiative Uganda Malaria Reduction Activity (MRA). MRA aims to improve the survival and well-being of Uganda’s most vulnerable pregnant women and children in selected regions. The Activity works with the Government of Uganda to improve technical, managerial, financial, and leadership capacity at all levels of the health system.

We are looking to bring on board ONE (1) Malaria Clinical Technical Officer (MCTO) to provide clinical technical support in all aspects of malaria prevention, diagnosis, and treatment interventions to be supported under the project.

Overall Job Responsibilities
The Malaria Clinical Technical Officer is a full-time position based in the city of Kampala, Uganda. Within MCD Global Health, the MCTO will report to the MCD Program Manager and serve as one of MCD's Team Leaders in Uganda. Additionally, the MCTO will serve as the MCD supervisor of the MCD Regional Malaria Clinical Advisors on the PUMRA team.

Specific Responsibilities
• Together with the Senior Malaria Technical Advisor, the Malaria Technical Officers at MCD will provide technical oversight and leadership of all malaria activities of the country Program.
• Provide technical and implementation support and ensure the quality of processes and results of malaria activities.
• Malaria activities will include the following (non-exhaustive):
o diagnostics, clinical management, and prevention of malaria particularly during pregnancy, which constitute the focus of the project; this may include training, supervision, mentoring, development/revision of guidelines, SOPs, training materials and/or job aids;
o vector control activities, such as supporting distribution of ITNs, identification and destruction of mosquito breeding sites;
o malaria data management and analysis, such as training and mentoring MoH staff to use information systems (DHIS2 and others) to extract, analyze and interpret malaria data; define malaria performance targets; monitor malaria commodities;
o malaria related SBCC activities, such as development/update of SBCC materials, providing support for community dialogues and/or communication campaigns;
o training and mentoring of district teams to improve their malaria activities, such as tailoring interventions according to malaria stratification data;
o strengthen and expand iCCM, which may include development and/or review of iCCM training materials and facilitate training of new and existing VHTs; and,
o engage PFP sites by providing training, mentoring, supervision in malaria case management, diagnosis, prevention, and/or capacity strengthening for improved reporting of malaria data.
• Provide technical support in operational research in any of the above areas, as required.
• Assist with rapid and effective response to outbreaks and surges in demand of malaria commodities.
• Participate in and contribute to stakeholder meetings, such as RBM meetings, TWG meetings etc.
• Provide short term technical assistance as required from the Home Office and provide support in any communication and/or publication activities.
• Assist the country Project team in the preparation of technical reports, work planning, budgets and other documents.
• Participate in assessments and supervision missions.

Job requirements
Essential:
• Professional degree in medicine, nursing, or other clinical sciences.
• A significant senior-level experience providing technical assistance, capacity building and/or project management in malaria or other public health programs.
• Demonstrated experience in malaria diagnostics, clinical management, and/or prevention.
• Experience in managing and/or providing technical assistance to National Malaria Control Divisions or Programs, in Uganda.
• Experience with training and supervision in malaria diagnostics, clinical management, and/or prevention.
• Experience in Quality Assurance, Quality Improvement, and/or research experience in public health and/or malaria is a plus; good relationship with local research entities would be an advantage.
• Highly computer literate, familiar with programs for word-processing, spreadsheets, database management, presentations, and electronic communication, such as the Microsoft Office suite, Zoom, Google Workspace, etc.
• Self-motivated, diligent, organized, responsible, and reliable, i.e., not willing to compromise quality of data or other scientific fraud.
• Excellent oral and written communication skills in English and relevant local languages.
• Willing to stay up to date in relevant guidelines, SOPs, and new case management and/or laboratory procedures. For instance, must be able to quickly learn new guidelines, procedures, and/or tools related to clinical management, diagnostics, disease prevention, and/or data management and analysis as they become mainstream.
• Willing to spend up to 30% of the time in peripheral facilities assessing progress and making corrective actions.  
• Ability to work as a team member, be responsive to requests from the Home Office, prime, donor and local stakeholders (NMCD, MOH both central and regional), even if conflictive or inconsistent, and experience and good collaboration, relationship, and conflict management skills.
• No record of professional or other misconduct, particularly but not limited to research misconduct.
• Open to audits and inspections of both technical and financial management.
