Responsible for the planning, designing, construction, upgrading, and operation of the company’s petroleum products terminals and related facilities in line with applicable national and international acceptable standards.
ESSENTIAL DUTIES
- To lead the process of planning, designing, construction and operation of Oil Terminals and related facilities.
- Lead internal and external process to conduct both commercial and technical feasibility for Terminal Developments during the concept stages.
- Ensure compliance with international and national standards in the design, construction, and operation of Terminals.
- Work with members of the QHSE team to establish and document standard operating procedures and QHSE processes for the development and operation of terminals and related facilities
- Integrate national content regulatory requirements in the development and operation of terminal operations.
- Work with Government, JV Partners, and other stakeholders to gather data relating to stakeholder needs as input in the design of Terminal and Storage Facilities.
- Participate in stakeholder engagements and map out essential alliances for Terminal developments and operations.
- Participate in negotiation and management of contracts for the development and operation of petroleum Terminals and related activities.
- Carry out research on and maintain the functionality and records for related product storage and handling infrastructure.
- Carry out market studies and surveys to inform the required review or enhancing the capacities of existing operated terminals and to inform development of additional terminals to support the implementation of approved petroleum products businesses.
- Develop and safely implement approved terminals operational systems and processes in collaboration with the relevant support functions and comply with relevant standards and regulations.
- Establish mechanisms for monitoring performance in the development and operation of petroleum products terminals and related infrastructure.
- Manage the terminals operations within approved budget and providing the set operational efficiency and cost controls.
- Identify and establish relations with key stakeholders (including District and Security authorities) to ensure the safety and continuous operations of the terminal in collaboration with the relevant internal support functions.
- Participate in negotiation and management of contracts for the development, construction, and maintenance of petroleum products and related activities.
- Develop and implement stocks management processes in collaboration with the relevant support functions to ensure product quality and control product losses at receipt, storage, and discharge with the objective of promoting the terminal’s reliability in handling petroleum products stocks.
- Develop, implement, and continuously review the terminals operations risk identification and mitigation matrix to safeguard the objectives of the business.
- Take responsibility for coaching, mentorship, team performance, and development so as to enhance their productivity and motivation.
- Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s)
Qualifications & Experience
- Master’s Degree in either Terminals/Pipeline Engineering, Mechanical/Civil Engineering, Petroleum Engineering, or equivalent from a recognized University.
- Bachelor’s Degree (Hons) in Mechanical/Civil Engineering or any relevant engineering degree from a recognized University.
- Professional Membership to an accredited engineering or Pipelines body is a must have.
- Must have at least eight (8) years of relevant working experience in the petroleum business in a reputable, busy, and successful company/organization.
- At least four (4) years of experience of leading a technical discipline in the oil and gas sector or a large construction or manufacturing project.
- Excellent knowledge of terminals design and relevant codes of practice
- Demonstrate technical and commercial experience in midstream business operations
- Demonstrable Project Planning and Management knowledge, such as certification in Project Management, is an added advantage.
- Demonstrable strong understanding of the petroleum value chain shall be an added advantage.
