Share an Opportunity Uganda (SAO-U) is a Christian child-centered organization. SAO-U with a vision of a holistically developed child within the community and a mission of empowering communities to provide for holistic child development.

The SEFULAC project is under a consortium with funding from the European Union. The project aims to end child labour in the districts of Abim, Amudat, Jinja and Namayingo. Specifically, SAO Uganda will be implementing the project in the Abim District and therefore seeks qualified candidates to fill the above position.

Job Summary: The primary responsibility of the M&E Officer is to ensure robust and well-structured monitoring databases (including remote monitoring and management systems and processes for each Project /Department); and on-time submission of high-quality donor reports.

The M&E Officer will provide leadership and technical expertise to ensure that SAO Uganda’s M&E system is implemented effectively. S/he will be the focal point in the project for all aspects of M&E. A key part of the role will be capacity building and remote support to the field teams.

They will develop donor proposals; and assist in M&E Plan implementation, monitoring, and evaluation, and donor reporting.

ROLES AND RESPONSIBILITIES
Implementation of program plans
• Work with program teams for timely data collection, data entry, analysis, surveys, and develop A Cent of log-frames, indicators and general project design. Ensure PACEL frameworks, Monitoring output Requirements (MoR) and Community Based Complaint Feedback Mechanism (CBCFM) data is accurate and periodically sent to donors.
• Work with program teams to ensure systematic monitoring and evaluation of of the project, and compilation and sharing of lessons learnt.
• Maintain and update the M&E Framework for the project, bringing together tools and
outlining systems. Develop new tools as required.
• Feed into the overall project strategy, providing data and analysis as required for strategic purposes and new program design, including proposal development.
• Develop or update M&E plans, and ensure that routine project monitoring takes place on time.
• Develop tools to facilitate near real-time analysis for each docket, promote learning, and work with the Programme Area Coordinator (PAC) to initiate timely evidence based corrective action where required.
• Maintain all types of information and produce situation analysis regularly especially while developing new proposals or donor reporting as agreed with the line manager.
• Work with PAC on keeping updated information for program mapping and ensure stakeholder analyses are completed from time to time.
• Coordinate the continued review and feedback process using the online recommendation tracker system.
• Coordinate, supervise and review all assessments, evaluations, and research – Initiate and work with Program Coordinators in designing and conducting programmatic surveys, assessments and evaluations.
• Work with the PAC to ensure that remote monitoring and management tools are in place, information is collected, and analyzed, and feedback shared promptly for all grants and project activities.
Proposal Input
• Support the PAC in the development of a monitoring and evaluation plan.
• Ensure that all grant proposals and reporting include solid M&E components and work with the Programs team to develop appropriate results frameworks, log frames and indicators.

Accountability
• Oversee the roll-out of activities and training within the SAO-Uganda Accountability Framework and update the framework as needed.
• Oversee the activities of the independent beneficiary selection and verification team, ensuring beneficiary verification processes are independent and consistent.
• Support SAO-Uganda’s independent monitoring systems.

Key Performance Objectives
• Set up a strong MEAL system and operationalize MEAL in the field locations
• Functionalise the MEAL system in the field location.
• Integrate MEAL Management Information Systems in the project MEAL system

Qualifications
• A minimum of a Bachelors’ Degree in Monitoring and Evaluation, Statistics, Economics, Population Studies, Social Sciences or other equivalent and/or relevant qualifications. A Masters’ Degree may be of advantage.
• A Postgraduate Diploma in Program Monitoring & Evaluation. Formal training in project planning and management is an added advantage
• Training in Grant proposal/concept writing is an added advantage

Working Experience
• At least 3 years of experience working with e-tools and online-based reporting and M&E tools using Kobo, ODK, Excel, Google forms among others.
• Experience in basic research and data collection/gathering; data verification, data analysis or records management as well as translation of data into reports is required.
• At least 3 years of experience in similar roles in an NGO/INGO setting
• Proven experience at capacity building for field teams in areas of program/project monitoring, program design, program management and program evaluations would be an added advantage.
This position involves working with an INGO committed to children and human rights and is subject to strict safer recruitment checks. The successful candidate will be required to complete safer recruitment checks including police and reference checks (certificate of good conduct) to help verify their suitability to work for SAO U. In addition to the candidates’ ability to perform the duties of the post, in the selection process will be also explored the motivation and approach of the candidate to safeguarding.
