Job Description (Roles and Responsibilities)

Main purpose of job:
The Protocol Officer is a member of the Corporate Services Team, which provides a range of corporate services to staff at the UK Mission in Uganda. The Protocol Officer/ Human Resources acts as an interface between the UK Mission and the Government of Uganda e.g. Ministry of Foreign Affairs, Ministry of Internal Affairs Immigration Department and the Uganda Revenue Authority. They aim to ensure the smooth acquisition of diplomatic privileges for the UK Mission and the expatriate officers attached to it and also provide support for high level UK Government visits to Uganda. The position is a key role and therefore requires a self-starter with strong communication and stakeholder engagement skills.

Roles and responsibilities
Protocol 90%
• Responsible for obtaining the mandatory and necessary permits to enable expatriate staff to work and reside in Uganda.
• Undertake diplomatic accreditation for UK Based staff.
• Liaise with Ministry of Foreign Affairs and Customs to clear all personal and household effects of UK based staff.
• Coordinate the transportation of the above personal effects from point of entry into the country i.e. Airport, URA bonded Ware Houses to the respective UK based staff.
• Liaising with Ministry of Foreign Affairs to authorise Duty Free refunds.
• Obtain Diplomatic cards and TIN numbers, driving permits for newly appointed UK based officers.
• Liaise with Ministry of Foreign Affairs and Civil Aviation Authority for Airport passes.
• Assist UK based staff in the sale/ Export of their vehicles.
• Administer and support UK Based officers in preparing their freight allowances for household and personal effects at the end of their tours.
• Obtain clearance to export the personal effects of UK Based members of staff.
• Liaise with clearing agents when personal effects for UK Based Members of staff will be collected.
• Complete the Annex 18A for staff getting Diplomatic Passports.
• Support the HR officer in the provision of advice and information to international and UK bases staff relocating to Uganda both before and after arrival.
Admin Resources 10%
• Provide support and cover to the HR officer.
• Jointly with the HR officer- manage the electronic and paper filling of all personnel actions and arrange for disposal of old files according to Data Retention guideline and procedures Supporting the Corporate Services Team with administration and as when directed by Line Manager.
• Supporting the Corporate Services Team with administration as and when directed by Line Manager.

Essential qualifications, skills and experience
• Bachelor Degree or Diploma holder in Human Resources Management /Business Administration /Office Administration/Public Relations.
• Minimum of 3 to 5 years relevant work experience in Protocol, HR and Office Administration.
• Knowledge and experience in customs clearance processes
• Excellent planning, organisational and implementation skills.
• Good command of spoken and written English
• Proficient in using MS Office applications including Excel spreadsheets.
