However, MoH has continued to face challenges in capturing the true picture of achievements of the AMVC exercise in the country and effective utilization of the available financial resources to implement the AMVC. Challenges in capturing the true picture of our efforts have been mainly due to the massive data entry backlogs at district level that even now are still growing at an alarming rate, therefore, the need to support district level data entry, review and reporting are critical to this exercise. Additionally, one of the key lessons learnt during round one of the AMVC was the need to address challenges with funds flow arrangements at the district level that affected implementation of vaccine roll out activities. Some of the challenges identified include delay in receiving and accessing funds, gaps in completeness and accuracy of accountabilities received from districts among others. As such, MoH with support from USAID Uganda Health Systems Strengthening (UHSS) Activity will provide targeted support to five (5) districts (Kayunga, Mukono, Buikwe, Buvuma and Mpigi) in addressing vaccination data backlogs and any lingering financial management issues. In this regard, UHSS is seeking to engage a Project Coordinator to oversee the implementation of these targeted Covid-19 support interventions to Ministry of Health for a 6-month period (April 1st to September 30th 2022)

Roles and Responsibilities.
• The project coordinator will support the project team members to ensure that all Covid-19 activities are implemented according to a known schedule and in full collaboration with UHSS project leadership, but also in collaboration with the Ministry of Health and USAID.
• The Project coordinator will work as the link between UHSS leadership and field teams assisting in the Covid-19 response.
• Serve as a liaison between MoH and UHSS leadership (partnering organizations, other national cooperative agreements, etc.)
• Engage MoH on identifying and implementing novel approaches to managing the USAID supported Covid-19 response; Perform other duties as required.
• Generate periodic reports and presentations on the UHSS Covid-19 support to MoH and provide updates to UHSS teams, MoH and USAID
• Perform any other duties assigned by the UHSS leadership from time to time

Required skills.
• Strong interpersonal and social skills with demonstrated ability to collaborate with a variety of organizations and individuals from a wide range of professional and personal backgrounds
• Strong writing skills with a research background
• Strong meeting planning and facilitation skills, including use of web-conferencing technologies
• Ability to conduct thorough literature searches and summarize findings
• Comfortability in using large datasets and databases
• Clear understanding and working/intermediate knowledge of quantitative and qualitative data collection, management and analysis including use of statistical software such as SPSS
• Capacity and willingness to learn new software, research methods, and work routines quickly; flexibility in responding to new research opportunities as they arise.
• Intermediate knowledge of program evaluation and outcomes measurement
• Excellent oral and written communications skills
• Able to operate a variety of office equipment, including photocopier, fax and personal computer
• Proficient in Microsoft Office and database software, Outlook, Teams, Excel, Access, etc.
• Ability to operate small office equipment, such as computers and telephones

Minimum Qualifications.
• Minimum of a Master’s Degree in health-related field: public health, nursing, etc. is preferred but not required: First degree in medicine, nursing, public health, social sciences, business administration or other relevant degree.
• Field experience or work experience of a minimum of 10 years in public health setting highly preferred.
• Must have experience dealing with central level institutions and district health teams.
• Demonstrated experience in leading teams and producing deliverables at short notice.
• Should have relevant working experience with USG (USAID/ CDC/ DoD) funded entities
