Detailed Terms of Reference for the Position of Procurement Manager
A. Background:
Private Sector Foundation Uganda (PSFU) is a membership-based organization with members structured in 12 sectors that mirror the economy. PSFU has moved to use a sectoral approach to ensure that its members are satisfied

B. Duties and Responsibilities:
The Duties and Functions of the Procurement Manager Shall Include, But Are Not Limited to:
a) Take charge and be accountable for the procurement and disposal function of the PSFU,
b) Provide advisory to management on the procurement practice with the aim of ensuring that policies and procedures are established with the aim of achieving efficiency, effectiveness and value for money in all procurements
c) Update the PSFU procurement policies and procedures including a establishing procurement tracking system,
d) Management of the procurement function for the acquisition of Consultancy services, other services (e.g., training and workshops), goods and civil works in accordance with the PSFU Guidelines
e) In close consultation with Directorates, Projects and functional units, prepare procurement plans including periodic updates
f) In consultation with the different User departments, prepare solicitation documents for acquisition of goods, works and services;
g) Coordinate and be in charge of the various procurement stages comprising solicitation of service providers, receipt of bids, evaluation of the bids, award, contract management, documentation and reporting in accordance with PSFU Guidelines,
h) Draw relevant contractual documents in accordance with PSFU Guidelines
i) Ensure that the PSFU Guidelines are followed at all the different procurement stages including ensuring that "no-objection" is obtained where required during the procurement processes;
j) In Consultation with the user departments, appraise and prepare a report regarding performance of all service providers (suppliers, contractors and consultants) in meeting their contractual obligations and administer maintenance contracts; Establish a database of contractors, suppliers and other service providers,
k) Establish and Maintain procurement files and records, and ensure the project records are well kept and maintained. Monitor the progress in procurement through regular updates of the procurement plans and Prepare quarterly procurement progress reports,
l) Attend to procurement queries, disputes, and complaints and report on contract awards and progress in accordance with PSFU Guidelines
m) Manage Equipment Warranties, insurance and Contractor Performance Securities (defects liability period);
n) Provide advice to management on all procurement issues;
o) Any other assignment by the Executive Director.

C. Qualifications and Experience:
The Procurement Manager will have the following qualifications:
• University Degree from a reputable University in Procurement, Commerce, Business Administration, Economics, Engineering, Law or any other related discipline,
• Must have a full membership of CIPS (MCIPS)
• Master’s Degree in any of the disciplines listed above or any related field
• Post graduate training/qualifications in procurement, logistics or related field will be an added advantage.
• A minimum of five years’ experience in procurement in a large private organization/institution or project, with at least two 5 years of experience at managerial level
• Demonstrable understanding of the public procurement laws of Uganda,
• Computer literacy in the use of word processor, spreadsheets and any other applications used in the procurement function.
• Proven integrity and clean record in managing procurement.

D. Reporting:
The Procurement Manager will report to the Director Human Resources & Results

E. Terms of Service and Duration:
The Procurement Manager will be offered a two contract with a possibility of renewal, subject to satisfactory performance. The remuneration is attractive and competitive.
