The PATH Uganda Program has for many years provided technicalsupport to Ministry of Health to strengthen the immunization programthrough new vaccine introduction, advocacy and social mobilizationfor vaccine uptake, strengthening vaccine supply chains and relatedactivities. With funding from Gavi, the vaccine alliance, PATH will beimplementing a 2-year project (with possibility of renewal) that aimsto strengthen the immunization program, focusing on the HPV vaccineuptake with both national and district level activities.
Purpose of the Role:
The Program Offi cer
• Immunization Program will oversee the planningand implementation of the Gavi funded technical assistance for HPVvaccine project, as well as other related immunization support to Ministryof Health by PATH. He/She will ensure that the projects are managedand implemented according to expectations from the donor, Ministry ofHealth and other partners, including sub-national stakeholders in selecteddistricts that PATH will be supporting. Reporting to the Country Director,the ideal candidate will provide supervisory oversight to a small team ofother program offi cers in PATH’s country immunization program. .

Key Duties and Responsibilities:
• Provide project management to the Gavi HPV vaccine project on aday to day basis, including all requirements for activity planning,budgeting, implementation and reporting,
• Establish strong relationships and partnerships with Ministry ofHealth, Ministry of Education and Sports, other technical partners andkey immunization stakeholders to jointly plan and implement projectactivities effectively,
• Develop reports, concepts and other documentation required bythe donor periodically, and for engagement with the project leads atheadquarters and at country level,
• Working with the country team, engage target district stakeholdersto identify barriers to HPV vaccine uptake and jointly plan to addressthem within the project scope,
• Conduct operational research to discover innovative approaches toimplement the project, sustainably increase immunization uptake, andidentify opportunities for additional work,
• Contribute to PATH’s overall competency in immunization throughengagement with other country teams to share lessons from projectwork, and where necessary provide technical assistance to otherteams,
• Support UNEPI program in improving effi ciency and effectiveness inimmunization activities.
• Participate in key meetings at national and sub-national levels largelyrelated to HPV immunization and health systems opportunities atcountry level and globally.
• Supervise and motivate a team of offi cers at country level to ensureoverall team effectiveness.
• Participate in the PATH-wide HPV Technical Assistance (TA) teamactivities, such as regular teleconferences, email collaboration withother PATH offi cers in other countries, face-to-face meetings, sharingof experiences and information, etc.
• Participate in other Uganda Country Program activities that aim atbuilding or strengthening activities in Uganda.
• Any other duties as assigned by the supervisor

Skills and Qualifi cations:
• The ideal candidate for this position should possess a minimum of aMaster’s degree in Public Health, or any related fi eld.
• Should have proven project management experience to plan allcomponents of the project effectively including budget management,timelines and scope,
• Have at least 5 years’ proven experience working in the immunization/ health sector with Ministries of Health at both national and subnationallevel,
• Be well-versed with Uganda’s health system structure, and preferablya clear understanding of the immunization program,
• Competent to engage with various stakeholders at country level andglobally to articulate different issues pertaining to the work,
• Competent in communication via email, as PATH is a very emailreliantorganization.
• Should be analytical with the ability to produce clear, technicaland high quality documents to be shared across various projectstakeholders,
• Flexible to fi t into various partners’ schedules to accomplish tasks, aswell as support and work with various teams across PATH,
• and work with teams from different spheres of work to deliver projectwork.
• Ability to design and lead implementation research initiatives incollaboration with the project team members to inform project work,
