Main Responsibility:

Position Responsibility
To lead and Initiate, develop, review and monitor the implementation of human resource management and organizational development policies, strategies, systems, processes and procedures in line with the organization’s strategic plan and the national labor laws.

Roles and Responsibilities:
• Developing Human Resource Strategy, Policies, and Procedures to improve productivity across the MJAP organization
• Developing the Human Resource Operational Plans and Budgets in line with the Human Resource Strategy.
• Preparing and reviewing Job Descriptions (JDs)
• Lead the development of the Strategic Talent management Strategy
• Developing a Performance Management system and Learning Strategy and plan, aimed at enhancing performance improvement across the organization.
• Succession Management: lead the development and implementation of a succession plan that will build a competent and diverse internal candidate pool.
• . Developing mechanisms for implementation of staff compensation strategies and performance recognition for attracting and retaining a motivated staff.
• Lead the implementation of the Human Resource Information System (HRIS) and the analysis of Human Resource Metrics and the Knowledge Management strategy.
• Developing and implementing strategies for handling staff grievances, discipline, and compliance with both MJAP and labor laws and regulations.
• Designing strategies and procedures for implementing Employee Assistance Programs (EAPs)
• Supporting MJAP Board activities; including documentation, dissemination of outcomes and follow-ups; and organizing of Board events.

Required Skills and Experience:
• Master’s Degree in Human Resource Management, or MBA/MPA (HR), or Master’s Degree in Industrial and Organizational Psychology.
• A CIPD certification will be added advantage.
• 8 Years’ and above of working experience in a reputable organization preferably, an NGO donorfunded program at a Senior HR management level.
• 5 years’ experience in a senior Human Resource Management position, and in Human Resource strategic planning.
• A member of the Human Resource Managers’ Association of Uganda, (HRMAU).

Functional competencies:

• Ability to work with and influence senior management and Team leaders to integrate HR and people management practices across the organization.
• Expertise in recruitment, development, talent and performance process.
• Knowledge and understanding of talent management practices and processes to ensure linkage of development programs with succession planning processes
• Strong leadership, planning, analytical skills and ability to organise teams working across multiple locations to uphold MJAP values
• Experience in developing the capacity of staff through organizing/conducting training, performance management frameworks and staff development plans

Duties & Responsibilities
• Plan and coordinate finance and administrative procedures and systems and devise ways to streamline processes.
• Ensures proper camp management including ensuring, accommodation, food and other facilities meet the minimum standards.

Qualifications, Skills and Experience
• Degree in Administration or Human Resource Management related discipline or Professional certificate/trainings in a related field with 10 years’ experience practicing Human Resource and Administration Management in an international construction company.
• Certification/training in finance is a must.
• 20 years of proven work experience in advanced knowledge in Business and Administration, Accounting and Tax, Camp Site Management (Canteen and Social Area) and SAP management.
• Must have served in an international construction company at a senior managerial level for a minimum of 5 years.
• Should be well conversant with the international HR and administration practices.
• Understanding of Mota Engil operations will be an added advantage.
• Ability to work with people from diverse background.
• Understanding of Portuguese will be a plus.

Head of Human Resource (01 Position)
Job purpose

The Head Human Resources provides customized strategic and operational Human Resource relationships management and services to all the units of BRAC Uganda.

Responsibilities
• Lead the development and implementation of high quality Human Resource department strategic plan and AOP relevant to the local context and the organizational priorities.
• Maintains organization staff by establishing a recruiting, testing, interviewing, orientation, deployment and capacity development program; counselling managers on candidate selection, conducting and analysing exit interviews, recommending changes.
• Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
• Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counselling employees and supervisors.
• Prepare and submit standard monthly, quarterly and annual reports and other supporting documents to the supervisor and relevant partners.
• Maintains employee benefits programs and informs employees of benefits by studying and assessing the benefit needs and trends, recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids, awarding benefit contracts; designing and conducting educational programs on benefit programs.
• Maintains the work structure by updating job requirements and job descriptions for all positions.
• Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations; maintaining records, representing the organization at hearings.
• Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
• S/he is in charge of the HR team in terms of recruitment, supervision, annual performance appraisal and capacity development

Safeguarding responsibilities:
• Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation
• Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do the same

Educational requirements

• Master's degree in Human Resource management, MBA or related field

Experience Requirements

• Minimum of 7+ years' experience in Human Resource management of which 5 years' experience should be in a managerial role in the development sector or with INGOs & Multilaterals.
