Position: Human Resource Officer
Location: Kampala with regular travels to the field
Reporting to : Finance and Administration Manager
Contract : Part time

Job Summary

We are looking for a human resource officer who will ensure a conducive working environment, recruit, support and develop policies and manage procedures at health access connect. The HR officer will oversee and manage all HR operations and provide administrative support to the Finance and administration manager.


KEY DUTIES & RESPONSIBILITIES

• Handle the recruitment process(posting job adverts both internal or external, conducting interviews,carrying out reference checks and onboarding new candidates)
• Gather and maintain employee personal records both in hard & soft copies and ensure the records are up to date.
• Spearhead the implementation of HR initiatives and policies.
• Draft staff contracts, consultants and volunteers and support them in understanding the details therein.
• Track and maintain a leave database for staff. This includes time taken off or any other holiday.
• Follow up on medical insurance by advising employees on eligibility, verifying submissions and notifying employees on approvals or changes.
• Compile HR data relating to payroll processing by recording new hires, transfers, terminations, changes in job classifications, salary increases and other adjustments.
• Update the payroll info monthly and share with the finance team and share payslips with staff at the beginning of the next month.
• Record all human resources actions by completing forms, reports and logs.
• Support staff members by providing official employment documents required by third parties e.g. banks and other financial institutions
• Review employment and working conditions to ensure legal compliance and handle staff welfare.
• Support the management of disciplinary and grievance issues.
• Handle exit administration, ensure that staff exiting have handed over all required assets. Communicate to staff regarding existing staff.


Job Specification
Education, Knowledge & Working experience

• Minimum of a Bachelor’s Degree or higher in Human Resources, Business administration with a bias in Human Resource Management , Bachelors of Industrial and Organisational Psychology.
• Minimum working experience of 2 years working in a generalist HR setup
• Excellent knowledge of various HR functions such as pay & benefits, recruitment, on boarding, evaluation, training & development etc.
• Good understanding of labor laws, HR functions and best practices

Skills and Abilities
• Excellent communication skills with an ability to liaise effectively with a range of departments to effectively implement company policies
• Proficient in MS Office; knowledge of HRMS is a plus
• Knowledge of HR functions i.e. HR Operations, recruitment, training, pay and benefits
• Ability to analyse and interpret complex information.
• Ability to handle highly confidential matters professionally & discreetly.
• Outstanding organizational and time-management skills
• Ability to multi-task in a fast-paced environment and meet all set deadlines
• Professional and confident with excellent diplomacy and negotiation skills

Compensation
This position is designed as a part-time (24 hours/week) position.
Compensation is UGX 900,000 per month before taxes.

Position overview
The Research Assistants will work on a part-time basis on different projects. The Research Assistants will be expected to conduct some MEAL-related tasks as required across all the programs in the selected districts such as data collection, entry, analysis as needed, and report writing after completion of the activity. Additionally, the RA will ensure the quality of the data being collected and the safety of the assets like phones, support in translation and transcription of research content in the local language as required.

Preferred qualifications, skills and abilities
• The ideal candidates for the Research Assistant Part time job vacancy must hold a minimum of a senior six (S.6) and a maximum of a degree from a recognized institution/ or have proven strong research experience
• Strong skills in data collection and use of statistical analysis packages like SPSS,Excel
• Excellent interpersonal skills with the ability, resourcefulness, and initiative to identify and gather relevant
• Ability to work with Children, teachers, fellows, coaches, Local government officials, and development partners to achieve the goals
• Ability to use MEAL-related technology like Kobo/ODK etc
• Previous experience in any community surveys in education will be an added advantage
• Must be willing to work extra hours and travel long distances in rural settings
• Ability to speak English, and any of the languages used across the selected districts
