Primary function:
- Represent CNOOC Uganda and be fully in charge of oilfield onsite safety, production, equipment, and facility management
- Report to the Vice President all the Oilfield Onsite issues.
Responsibilities:
- Execute pre-production preparation during the project period.
- Participate in engineering work, audit, and provide technical support and advice during design, construction, and pre-commissioning.
- Execute new oil-field commissioning, start-up, and handover. Follow up and resolve any issues left out by the Engineering Team.
- Chief commander of the oilfield onsite in case of emergency, fully responsible for on-site emergency command, coordinating and deploying emergency resources, and responding to routine emergency drills.
- Report emergencies to the Kampala emergency response team and execute instructions from the superior promptly.
- Fully responsible for oilfield onsite safety, production, equipment, facility, and personnel management.
- Report oil-field onsite safety, production, and equipment status to the D&P manager.
- Distribute safe production tasks, prepare related work plans, and organize execution to guarantee the achievement of the annual target.
- Coordinate Kampala Engineers team to prepare the annual work plan and CAPEX/OPEX budget, and supervise the execution.
- Organize oilfield management policy and procedure compilation, update based on the requirements of CNOOC, and supervise execution.
- Responsible for facility management to ensure equipment integrity.
- Responsible for work resource on-site coordination and management, ensuring effective utilization.
- Responsible for contractor onsite management; accommodation, communication, and medication overall management, enhancing service quality and efficiency.
- Conduct onsite national staff training program and career development.
Requirements:
- Bachelor’s degree in Petroleum Engineering, Maintenance, Management, or related.
- At least 10-15 years of experience in Oil & Gas production, including 6 years of experience working in Oil & Gas field on-site.
Knowledge:
- Extensive knowledge of development and production management.
- Extensive knowledge of equipment handling and QHSE management.
- Extensive understanding of international petroleum policies and laws.
