DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as a Cash Team Leader.

The overall purpose of the role:

The Cash Team Leader will lead DRC's field-based implementation teams and will be responsible for the effective delivery and day-to-day management of cash assistance activities within the area of operation. This role will ensure strong technical oversight of cash programming, adherence to established standards and operational procedures, and the delivery of high-quality, accountable assistance. He/she will ensure that activities are effectively planned, implemented, and adapted based on ongoing monitoring, learning and community feedback. He/she will also contribute to reporting processes, support the review and revision of project documentation, and actively engage in coordination with internal teams and external stakeholders to ensure effective programme implementation.

Responsibilities or duties:

Supervision:

  • Overall responsibility for and technical supervision of field-based Cash and Voucher Assistance Officers, Referral Officers, and Shelter Assistants, while ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to identify training or coaching needs.
  • Coordinate activities and lead field-level implementation of project tasks in line with contract objectives, ensuring the project achieves agreed targets while supporting annual planning and budgeting processes with full accountability to DRC and OCHA.
  • Support the project manager to ensure that technical, financial, and operational activities, including reporting, are carried out according to OCHA and DRC's policies and procedures.
  • Represent the OCHA project at the site level, including working groups, coordination fora with other agencies, and providing a direct link in communications between the respective field office and respective project teams.

Programme and Technical Oversight:

  • Provide technical oversight in the assigned field location, ensuring activities meet targets, are implemented on time, budgets are managed responsibly, and operations comply with core protection principles, best practices, and DRC and donor regulations.
  • Co-design, organize and facilitate cash and market-related assessments, price monitoring and post-distribution monitoring exercises.
  • Lead the assigned field team in undertaking targeting and verification exercises with regular coordination with key stakeholders including the Office of the Prime Minister, UNHCR and refugee committees.
  • Organize and facilitate cash transfers by ensuring all logistical arrangements are in place for cash recipients and the distributing financial service provider, coordinating with key stakeholders such as the Office of the Prime Minister, UNHCR, and WFP, and ensuring help desk and monitoring functions in place and responsive.
  • Support monitoring, evaluation and learning exercises agreed upon by the DRC MEAL teams.
  • Collaborate with the Country Protection Manager to design and roll-out trainings targeting DRC cash staff.
  • Lead the development of and provide quality control of field-level inputs for internal and external reporting.

Support Services:

  • Coordinate with the Area Manager and relevant Support Services functions to support financial and operational management of the project according to OCHA and DRC standards for compliance.
  • Support the establishment of efficient and effective systems and procedures to monitor and demonstrate Value for Money.

Qualifications or requirements (e.g., education, skills)

Required

  • A Bachelor’s degree in Economics, International Development, Social Sciences, or a related field, or comparable practical experience
  • Technical expertise and experience in cash programming
  • Robust analytical and strategic planning skills
  • Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
  • Highly diplomatic with excellent political awareness and understanding
  • High-level communications and interpersonal skills
  • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders
  • Fluent in written and spoken English
  • Knowledge of both written & Spoken English

Experience needed

At least 4 years of experience working in an international humanitarian and/or development aid, preferably with displaced populations, and with at least 2 years in project management.
