Project Overview
RAHU is implementing an Embassy of the Kingdom of the Netherlands (EKN)-funded 4-year project ‘PROTECT SRHR’ in the West Nile sub-region of Uganda to enable women, men, adolescents and youth to achieve their Sexual Health and Reproductive Rights. The PROTECT SRHR project aims at improving the sexual reproductive health and social wellbeing of adolescents, youth, and women in West Nile by reducing maternal mortality, the number of teenage pregnancies, instances of SGBV and child marriages, and rates of new HIV infections. The project is implemented in 6 districts with three cluster offices in Yumbe, Nebbi and Terego. The project works in close collaboration with the Ministry of Health, the Ministry of Education and Sports, and the Ministry of Gender, Labor and Social development, and district local governments as well as other development and implementing partners in the region.
Job Overview
RAHU is seeking 4 full-time Data Clerks to support the Monitoring, Evaluation and Learning Officer in data collection, tabulation, and analysis to help ensure accountability and efficiency from the start to the end of the project. The Data Clerks will support the Program Team, Field Teams and VHTs/Peer Educators to gather the M&E field and project data. He/she ensures to always maintain the quality and integrity of data.
The Data clerks build onto efforts to improve RAHU’s monitoring, evaluation, and feedback capacities and help the organisation to become a more effective learning organization—one better able to assess the impact of its work, and to continuously improve the quality of its products and services.The Data clerks possess a training and capacity development mindset and can strengthen the program team, VHT/peer educators and other selected stakeholders/partners’ knowledge and practice as RAHU advances the process to understand and articulate impact in its dynamic youth-centered interventions.
Key Roles and Responsibilities
Program/Project Monitoring, Evaluation, Accountability and Learning (PMEAL)
- Undertake effective activity-level monitoring, inspection, and evaluation procedures.
- Routinely participate in data collection of monthly VHT/Peer data
- Update and maintain the Performance Monitoring Plan (PMP) weekly ensuring accurate reflection of achievements against targets.
- Maintain organised and secure data records, both electronic and physical, in line with data protection and confidentiality requirements.
- Track indicators against the project monitoring and evaluation (M&E) framework and flag gaps or inconsistencies to supervisors.
- Ensure proper filing and archiving of data collection tools, consent forms, and supporting documentation.
Effective Data Management Support
- Collect and develop success stories to build a positive reputation for the project/organization and create evidence for the change .
- Entering VHT/Peer data into the provided data tools without any alterations to the tool.
- Track the complete and incomplete referrals per VHT/Peer monthly and correctly enter them in KOBO/database.
- Identify and document data quality issues that come up during the exercise
- Ensure proper handling of the paper records.
- Support in the Filing of the data tools and store the files in the archives.
- Ensure maximum confidentiality of the information in the data tools.
- Support the MEL Team in conducting internal data quality assessments following the RAHU Data Quality Standards.
- Provide feedback for quality improvements in the tools for data collection.
- Support the recording, management and preservation of MEL data in a safe and accessible way.
Provision of Technical Support for Internal Capacity Building on PMEAL
- Participate in the identification of training needs of the MEL team and propose necessary staff training and development interventions.
- Support capacity building for field teams and partners on MEL.
- Support the field teams to understand and effectively use the M&E tools and support them in their use.
- Perform any other additional tasks assigned by the supervisor or management in line with project and organizational needs.
Working Conditions and Flexibility:
The Data Clerk must be willing and able to work extra hours when required to meet reporting deadlines. The Data Clerk may be required to work on weekends or public holidays during peak
