JOB DETAILS:
Job Purpose
Provide leadership for the bank’s microfinance portfolio growth (Retail and Wholesale), development, implementation, compliance to operational policies and procedures.
The Head of Microfinance Department will guide the HFB Leadership to refine and/or redefine HFB’s microfinance business strategy and implement all necessary structures and processes to execute the strategy in line with HFB’s overall business strategy.

Responsibilities /Key
Deliverables

• Strategy Development & Implementation
• Guide the HFB Leadership to refine and/or redefine HFB’s microfinance business strategy and implement all necessary structures and processes to execute the strategy in line with HFB’s overall business strategy.
• Guide portfolio growth by reviewing existing products and developing novel solutions for the microfinance segment to leverage on existing products and emerging market opportunities and while mitigating the risks.

Responsibilities /Key
Deliverables

• Develop and review HFB Incremental Housing Finance Loan and
• Microfinance, Institutional Incremental Housing Finance Loan policies and procedure manual, operational plans (retail and wholesale) in line with the strategic plan.
• Develop digitally driven solutions that are suitable for the microfinance portfolio in line with HFB’s digitisation strategy and current trends in the financial services industry
• Identify key risks associated with the growth of the Microfinance business segment and devise measures to mitigate or manage the identified risks.
• In consultation with internal microfinance department and Housing lending microfinance partners, develop performance objectives, targets and appraisal tools and monitor implementation of the same.

Quality Business Growth
• Identify new business opportunities and grow a high-quality portfolio.
• Take lead to market and promote activities of HFB incremental housing Finance and microfinance lending for quality business growth.
• In collaboration with the Products Development Unit, Identify and develop new Incremental housing finance and microfinance related products that will meet both the internal Incremental Housing Finance Loan (retail) clients and the institutional Incremental Housing lending partners based on their client’s needs.
• Conduct in-depth research on key emerging issues in the areas of Green Finance, ESG, Women and Youth etc. and in collaboration with the Products Development Unit develop products that address the related issues; identify relevant partners to support the funding and/or rollout of such products.
• Make recommendations for improving business operations and services in in the bank.

Stakeholder Management
• Liaise with MFIs, cooperatives and other wholesale financial institutions, commercial banks, authorities, MF service providers and other MF stakeholders and Housing Value Chain Actors in Uganda, East Africa Region and Global Actors to further the Incremental Housing Finance Loan, Institutional Incremental Housing Finance Loan and Microfinance agenda at HFB.
• Lead the engagement and management of HFB relationships with various stakeholders in the microfinance portfolio and provide feedback.

Capacity Building for Partners
• Assist in development and support of Incremental Housing Finance and microfinance capacity building needs for the retail and institutional lending.
• Implement various activities and work-plans in relation to capacity building.
• Perform day to day checks and review of the operating environment and have an updated operational risk mitigation framework in place.

Social and Environmental Performance Management
• Develop and implement the social performance policy, framework and reporting dashboard.
• Promote social performance management within HFB, partner institutions as per Social and Environment Performance Management policy and guidelines.
• Develop partner social performance monitoring plans.

People Management
• Manage staff in the microfinance department and provide leadership, guidance and to maximize output and ensure compliance to the set rules, regulations, and procedures.
• Train, coach and coordinate performance of the team as per the HFB policies.

Financial Responsibility
• Responsible for Microfinance department Operations budget

Person Specification
Education & Training

• Bachelor’s degree in Business
• Administration/Statistics/Economic/Agriculture/Finance and microfinance from a recognised university.
• Postgraduate Qualifications are an added advantage

Skills & Experience

• At least six years of relevant experience in a senior Business Growth Function in the financial services industry preferably with a mix of retail and wholesale lending expertise.
• Demonstrable ability to develop and execute a portfolio development strategy.
• Knowledge of retail and wholesale (microfinance) product development
• Demonstrable insight into developing digitally driven products
• Experience of leading teams for effective delivery
• Knowledge of Housing Microfinance Operations is highly preferable.
