Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and Operational Support
• Global and local collaboration to improve availability of health commodities

Purpose
The QPPU Senior Technical Advisor is a project staff seconded to the Department of Pharmaceuticals and Natural Medicines (DPNM) under the Ministry of Health to support the efficient operation of the Quantification and Procurement Planning Unit (QPPU). As the technical lead of the QPPU, the Senior Technical Advisor will be responsible for the management and oversight of the QPPU team and its performance and ensures adequate planning, development, and implementation of QPPU strategy and activities under the leadership of the Commissioner DPNM. The QPPU Senior Technical Advisor will ensure that the QPPU provides thought leadership and advice to the GoU, all USG agencies, and other national counterparts in identifying and mitigating risks that can impact the continuous availability of EMHS in Uganda.

S/he will provide technical oversight to the Ministry of Health (MOH) technical programs (HIV, Malaria, TB, Lab, Vaccines, etc.) in integrated quantification and procurement planning. S/he will provide technical assistance to MOH programs in ensuring the harmonization and coordination of procurement planning for essential medicines and health supplies as well as programmatic stock monitoring. S/he will also work closely with technical programs, USG agencies and other development partners, implementing partners, central warehouses, and districts to identify and disseminate strategic logistics information, and track stakeholder commitments, and commodity gaps to facilitate evidence-based advocacy for increased financing and effective supply planning. This systems support is primarily focused on strengthening logistics systems and providing a link between MOH and stakeholders and facilitating harmonization within the various supply chains.

Principal Duties and Responsibilities
Project Support (30%)
• Participate in the development of the MoH strategy and work plans and provide inputs for budgets in collaboration with other project staff, partners, and stakeholders
• Manage timely implementation of planned QPPU supply chain efforts and activities
• Support the conceptualization of capacity-building programs and tools to be used with national stakeholders and with MOH counterparts
• Participate in the development and implementation of innovations/innovative approaches that aim to benefit national supply chain performance and stakeholders
• Participate in project work planning and reporting
• Monitor timely and efficient implementation of MoH DPNM supply chain work plan
• Responsible for the QPPU team management and performance
• Other duties, as assigned by the Technical Director

Technical Support (40%)
• Lead all national and technical programs in Essential Medicines and Health supplies quantification for all health programs
• Coordinate integrated commodity quantification and development of national budgets for commodity funding to inform stakeholder engagement and budget financing
• S/he will liaise with the central warehouses and funding agencies to obtain and ensure the timely upload of quality-assured stock status reports and funding commitments into the Pharmaceutical Information Portal (PIP) warehouse online stock status report (OSSR) and financial tracking module
• In collaboration with MoH coordinate the various partners including, USG agencies, and other supply chain development partner to establish standardized structures for supply planning and pipeline monitoring to ensure recommended optimal stock levels at the warehouses. Guide the development of budget papers with critical information on national commodity budgets, and financial gap analysis to guide advocacy
• Facilitate national warehouses to conduct and analyze annual pharmaceutical facility procurement planning with emphasis on using consumption-based method
• Provide systems support to DPNM and MoH Programs to build structures for appropriate introduction of the new products into the national supply chain
• Provide systems support to the MoH to implement programs such as Community Drug Distribution Points (CDDP) to increase commodity access through the private sector entities
• Develop and coordinate the implementation of supply chain risk mitigation measures at the national level such as cross-border/country commodity transfers
• Develop and establish systems and structures for appropriate waste management, reporting and financing by all national and sub-national stakeholders
• Supervise and mentor the MoH DPNM QPPU staff

Stakeholder Engagement (30%)
• Build and manage GOU, USG agencies, and other partners’ relationships with MoH DPNM
• S/he will be responsible for mobilization and engagement with the key health supply chain stakeholders at both national and sub-national levels including USG agencies. Specifically, the job holder will ensure USG agencies and the respective health programs under their jurisdiction are fully involved in relevant stakeholder engagements for their supply chain-related inputs
• Provide systems support to MoH DPNM to streamline and update the roles and responsibilities of stakeholders in the various supply chain task forces and technical committees
• Provide technical input into the development, review, and effective dissemination of the national policies, strategies, and guidelines to enhance the alignment of supply chain interventions and use at various levels
• Participate in meetings with the MoH, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure common understanding of current as well as future strategic direction

Qualifications and Desired Attributes
• Bachelor’s degree in pharmacy required
• Master’s degree in pharmacy, public health, business administration or supply chain required
• 8 years of work experience in providing pharmaceutical management, technical assistance, especially in supply chain management, quantification and procurement
• Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
• Familiarity with quantification packages and software e.g. pipeline, FAST tool, Quantification Analytics Tool (QAT) etc.
• Work experience with medicines logistics/ inventory management information systems
• Working experience in Uganda with a comprehensive understanding of the Uganda public health system, and previous experience with USG-supported programs is an added advantage
• Prior experience with GHSC-PSM preferred
• Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals
• Flexible and adaptable to changing priorities and shifting deadlines
• Strong verbal and written communication skills in English.
• Demonstrated strong organizational, administrative, and reporting skills
• Strong teamwork and team-building skills, excellent English skills required, including the ability to write lucid technical reports and documents

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
