Project overview

The Tuberculosis Implementation Framework Agreement (TIFA) Project is an eight-year (2019-2027) cooperative agreement managed by the U.S. Department of State (DOS) and led by JSI Research and Training Institute. The project issues sub-awards that align with the US Government’s America First Global Health Strategy and with Ministry of Health (MOH) priorities. TIFA sub-awards are provided to local entities, supporting local knowledge and capabilities and ensuring that countries can continue work beyond TIFA’s investment - thereby reducing dependency - and increasing countries’ capabilities to plan, finance, monitor, and sustain their own high-quality health programs.

In Uganda, TIFA will provide performance-based Health Commitment Grants (HCGs) to 17 Regional Referral Hospitals (RRHs) to incentivize performance across an agreed set of milestones/indicators. The performance milestones include service areas of HIV, TB, maternal & child health, malaria, and global health security. The first round of grants will cover the period from October 2025 to March 2026. In order to process grant payments, TIFA will conduct data verification, engaging consulting firms on a quarterly basis to review and verify the quantitative data reported by the RRHs. TIFA’s data verification process will be conducted in line with MoH data verification guidelines. JSI anticipates additional rounds of sub-awards in 2026 whose scope and focus is yet to be determined.

Job Summary

To ensure smooth coordination with grantees and in-country partners, and to manage the data verification process, JSI will hire a Data and Strategic Information (SI) Manager to be based in Kampala, Uganda. Reporting to the Country Program Manager, the Data and SI Manager is responsible for coordination of data-related activities. This is a full-time position employed by JSI. The position will be responsible for coordinating data verification activities, and coordinating with grantees and partners to communicate about relevant data and HMIS issues and opportunities.

RESPONSIBILITIES

  • In coordination with the Country Program Manager and US-based Senior Technical Manager and Senior Strategy, Grant Impact, and Learning (SIL) Advisor, use project-specific monitoring and evaluation (M&E) tools and processes to track project and grantee outputs and outcomes.
  • Manage the data collection from all TIFA grantees in Uganda quarterly and coordinate with the Grants team to review milestone submissions.
  • Manage the data consulting firm(s) and coordinate data verification teams to review and verify RRH submissions on a quarterly basis, maintaining a schedule and communication with the grantees and TIFA Uganda teams to ensure timely payment based on achievement.
  • Coordinate with the TIFA Uganda team and DOS to remain up-to-date and communicate about larger issues impacting RRH service delivery and data reporting, including participating in RRH support/Integrated Care Systems teams as needed.
  • Extract information from project Salesforce database for Uganda-specific reports and feedback; develop Uganda-specific dashboards in Salesforce.
  • Cultivate good communication with grantee staff to ensure data submitted is timely, complete and accurate.
  • Organize and manage grantee meeting calendar on a regular interval to review and discuss the progress of the project through virtual or physical check-in call.
  • Assist in the preparation, review, and dissemination of project reports, results and lessons learned; lead the writing of sections on MEL and indicator progress for quarterly country reports.
  • Present findings, progress, goals, problems and other relevant information to Country Program Manager and US-based Country Team Lead and Sr. SIL Advisor, and in regular staff calls and/or meetings.

QUALIFICATIONS

  • Bachelor’s degree (Health Information Management / Public Health Epidemiology or Statistics or similar field) required; Master’s degree preferred.
  • 5-10 years’ experience in strategic information, monitoring and evaluation (including experience working with the Uganda Health Management Information System [HMIS]), and data quality analysis.
  • Minimum three years’ experience with program management, including working with multiple grantees, required.
  • Minimum three years’ experience working on USG-funded projects, and/or public health programs, including those with performance-based financing activities, required. Experience working with PEPFAR programs preferred.
  • Comprehensive understanding of and experience with integrated health programming and Uganda MOH M&E policies and guidelines required.
  • Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members, and strong time management/task prioritization skills.
  • Proven ability to analyze and solve problems independently without direct supervision.
  • Extensive experiences writing reports or project briefs, including data visualization in the form of charts, graphs or other graphics; impeccable attention to detail and editing capability.
  • Highly skilled with Microsoft Excel and proficiency with other Microsoft Office programs required, experience with Salesforce preferred. Experience with data visualization platforms such as PowerBI or Tableau preferred.
  • Excellent oral and written English communication skills; excellent relationship building skills.
