Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global commodity procurement and logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities
Purpose: The Procurement & Contracts Manager provides technical procurement expertise on procurement policies, procedures, and supports the procurement unit in the vendor prequalification process of suppliers in accordance with standard prequalification policies and best practices for long-term contract management of suppliers.
Principal Duties and Responsibilities
• Assist the Operations & Finance Director to ensure smooth administrative functions that support the program’s daily operations
• Support Operation & Finance Director in the implementation of appropriate procurement policies and procedure that ensures an effective, efficient procurement process
• Provide technical assistance and advice on the overall vendor pre-qualification process that may include developing criteria for vendors' pre-qualification, invite potential suppliers, and evaluate suppliers based on the pre-set criteria
• Develop and maintain database of long list pre-qualified suppliers to improve the existing procurement process
• Follow-up the performance of the pre-qualified suppliers and provide improvement plans to ensure quality of work that fulfills program expectation
• Enhance and/or develop, implement, and enforce policies and procedures by employing systems that will improve operational effectiveness and efficiency of GHSC-PSM in Uganda
• Proactively address procurement needs and ensure compliance with USG and Chemonics procurement policies
• Prepare and manage contracts, agreements, and purchase orders, verify vendor invoices and deliveries, and ensure all supporting documents are received, correct, and filed
• Manage office procurements and the inventory and maintenance of all equipment, materials, and supplies necessary for the execution of activities
• Monitor office lease agreement, equipment service contracts, and relationships with external vendors related to office facilities, services, and equipment
• Undertake logistical planning and preparation for program interventions, including supporting conferences and events and identifying and booking travel logistics for staff
• Ensure timely performance management and adherence to Chemonics’ performance processes
• Regularly train all program staff on Chemonics’ best practices in procurement, inventory management, ethics, and standards of business conduct
• Regularly review systems, procedures, and record-keeping protocols, and ensure USAID approvals, waivers, and regulatory requirements are in place
• Integrate risk mitigation measures within overall program management
• Perform other operations, logistics, human resources, and finance-related tasks as assigned by the Operations & Finance Director
• Oversee the Procurement and Contract Specialist
Qualifications and Desired Attributes
• Bachelor’s degree in international development, accounting, business administration or relevant field
• Minimum 5 years of experience managing procurement, contracts, logistics, human resources, and finance with progressively increasing administrative and supervisory responsibilities
• Strong knowledge of USG regulations and Chemonics policies
• Strong verbal and written communication skills in English
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Extensive knowledge of selection, negotiation, and management of operations and human resources
• Experience supervising teams and managing direct reports
• Strong employee relations, problem solving, written and oral communication skills are essential
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
