Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSCPSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities
Purpose
The Warehousing and Distribution Manager works with NMS, JMS, and/or other approved warehousing and distribution sub-contractors to strengthen systems and improve warehousing and delivery of health commodities. This includes streamlining operations, enhancing inventory visibility, and ensuring timely and compliant distribution of life-saving health commodities across Uganda.
Principal Duties and Responsibilities
• Collaborate with the Technical Director System Support to design and implement a strategy to improve warehouse efficiency and distribution performance
• Develop SOW for STTA and oversee implementation
• Review the existing performance monitoring systems and discuss actions needed to address low scores and collaboratively develop additional indicators to measure compliance with international standards
• Support NMS and JMS (or other identified W&D sub-contractor) to carry out a business process review/ needs assessment of the warehousing and distribution function and support the warehouses to develop plan to adopt international best practices for the warehouses
• Identify inefficiencies and bottlenecks in the warehousing/distribution chain and recommend costeffective process improvements
• Monitor KPIs such as inventory accuracy, order fulfillment time, and product loss to identify areas of improvement
• Evaluate the use of warehouse technologies such as Warehouse Management Systems (WMS) and propose improvements to optimize workflows
• Evaluate the layout and design of the warehouse to streamline operational flows and maximize space utilization.
• Assess inventory management practices and propose approaches to minimize holding costs, reduce stockouts, and improve order fulfillment
• Assess compliance with Good Storage and Distribution Practices (GSP/GDP) and propose corrective actions where needed
• Assess and propose interventions to align warehousing and distribution functions with global best practices
Qualifications and Desired Attributes
• Bachelor’s degree in Pharmacy, Public Health, Logistics Management, or another related field
• At least 5 years’ experience in warehousing and distribution of health commodities, preferably in a global health supply chain management environment
• Demonstrated ability to oversee and support third-party logistics Service providers
• Strong analytical, problem-solving and numeracy skills
• Strong verbal and written communication skills in English
• Self-motivated team player with the ability to work independently
• Proficiency in Microsoft Office and inventory management software (e.g. NMS+, m-Supply, e-Stock Card,)
• Experience supervising teams and managing direct reports
• Prior experience on a USAID or donor-funded project required
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.

The Warehousing and Distribution Manager will report to the Technical Director - Systems Support or his/her designee.
