Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening support assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities

Purpose
Within GHSC-PSM, the Systems Support Specialist Subnational is responsible for implementing technical activities related to the project-supported supply chain at the subnational level. S/he will be part of a team supporting initiatives to strengthen health commodities supply chain capacity and ensure sustainable performance at regional, district and health facility levels in Uganda.

Principal Duties and Responsibilities
• With guidance and direction from the of Systems Support Manager Subnational, develop and implement activity plan implementation of initiatives that aim to sustain supply chain achievements and competencies at subnational level
• Implement initiatives that close supply chain gaps in collaboration and coordination with Regional
Implementing Partners (IPs). These activities will include but not restricted to ongoing MOH initiatives
• Provide districts with system support to build capacity of service delivery points in using Web-based ordering platforms (NMS+ CSSP and JMS IOS)
• Support Regional IPs and district to utilize approved data system to monitor ordering, reporting and stock status at facility level and other supply chain indicators
• Monitor eLMIS and EMRs use in the region and provide timely feedback to the regional IPs and the districts
• Monitor health commodities reporting and provide timely feedback to the IPs and districts
• Participate in monitoring of facility-level commodity orders via approved digital systems and work with stakeholders to scale interventions to ensure accountability for of health commodities, prevention of wastage and stockouts, as well as effective planning, budgeting, and ordering at health facilities
• Exhibit Chemonics values and build a culture of “living our values” within the team
• Other duties as assigned by supervisor

Qualifications
• Bachelor’s degree in pharmacy, Public Health, or related field
• A minimum of three (3) years of health supply chain management progressively increasing responsibility working on large comprehensive and complex health programs in Uganda
• Knowledge and comprehensive understanding of the Uganda health supply chain system and stakeholders
• Capacity to support use of logistics management information systems tools
• Computer skills, including knowledge of (but not limited to) Windows, Microsoft Word, Excel, Power Point,
• Knowledge about functionality of the supply chain systems like PIP, RxSolution, NMS+ CSSP, JMS IOS and DHIS2 preferred
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Experience in supply chain management with a focus on supply chain data analysis
• Experience successfully managing teams and ensuring the quality and timeliness of their products
• Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
• Strong verbal and written communication skills in English

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.

Supervision
The System Support Specialist Subnational will report to the Systems Support Manager or his/her designee.
