TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture Partners, invite experienced and qualified contractors to express their interest in providing Maintenance Services for Large Pump Packages for future oil production in respect of the Tilenga Project, Lake Albert Basin, Republic of Uganda.

General Field Development Description

The Tilenga Project comprises a greenfield development in the Northern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block (Tilenga Project).

The major development surface facilities include the following:

  • Wellpads and the upstream gathering network.

  • The Industrial Area containing temporary facilities and the Central Processing Facility.

  • The associated supporting infrastructure (camp, roads, warehousing etc.)

Scope of Work

The scope of work covers the provision of maintenance services in support of COMPANY operations which includes but not limited to:

  • Provision of predictive maintenance plans and predictive techniques to support planned and corrective maintenance activities for large pump manufactured by Clyde Union, Sulzer and SPP Pump Limited packages.

  • Provision of trained and competent staff to maintain and troubleshoot pumps control systems including local and installed Human Machine Interface - HMI, Unit Control Panel, and Software.

  • Provision of trained and competent staff to maintain and troubleshoot pump Motors rated 200kW - 1MW.

  • Provision of OEM dedicated technical training and development to site staff.

  • Remote technical support, monitoring and diagnostic services to maintain systems availability.

  • Contract management and reporting.

Interested parties may participate in this EOI as a single entity or as an association of companies, where they shall individually or collectively demonstrate the following minimum requirements:

Interested companies that meet the above minimum requirements should submit a request by email to:
EP.CPBS.PBPrequalification.HSE@totalenergies.com for a pre-qualification questionnaire on or before 19<sup>th</sup> November not later than 17:00 hrs Kampala time (14:00 hrs), quoting "Prequalification Questionnaires request Ref. No. 10445921 – Maintenance Services for Large Pump Packages."

Interested parties shall:

i. Quote the subject line, EOI for No: 10445921 - Maintenance Services for Large Pump Packages
ii. Provide, on Bidder or Company Letterhead, details of the participating company: name and physical address, contact person including a phone and email contact and VIBRS business registration unit number or Equivalent.
iii. Attach a copy of their Certificate of Incorporation.


Note:
Only pre-qualified companies will receive invitations to submit bids in furtherance of the Call for Tender process. The pre-qualification Questionnaires and later Call for Tender will be issued via COMPANY’s official e-sourcing system SAP-ARIBA.


Minimum Technical Requirements:

  • Experience in maintenance and overhaul of large oil and gas API610 configuration pumps particularly manufactured by Clyde Union, Sulzer and SPP Pump Limited.

  • Certified and qualified personnel to perform maintenance service on oil and gas pumps.

  • Capacity to provide experienced and competent field service engineers for pump Maintenance.

  • Experience in the operation and troubleshooting of oil and gas API610 configuration pumps Packages including their motors.

  • Capacity to execute technical training related to the service.

  • Capacity to provide remote and timely support services.

  • Contract management capabilities.

  • Workshop capable of handling major pump overhauls.

In addition to the above mentioned technical capacity, the minimum requirements to participate in the Prequalification Process are:

  • Mandatory Current registration to or application to be registered to the National Supplier Database, respecting the 2016 Petroleum Regulations of Uganda.

  • Demonstrated commitment to statutory National Content requirements for oil and gas operations as required by 2016 Petroleum Regulations of Uganda.

  • Valid Safety, Security, Social Environment and Quality HSSE Management system, and related procedures in compliance with local and international standards.

  • Valid applicable National or international licenses or permits including Trading Licenses.

  • Qualified or Certified persons capable of performing the service Certificate equivalent to performing the service.

  • Quality Control and Assurance capabilities.

  • Financial capability.

  • Valid and applicable and valid ISO Certification.

  • Tax Compliant.

  • National Social Security Fund (NSSF) Compliant for Companies Registered in Uganda and its equivalent for International Companies.
