Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities
Purpose
The QPPU Technical Advisor Malaria is a project staff seconded to the Department of Pharmaceuticals and Natural Medicines (DPNM) of the Ministry of Health to support the efficient operation of the QPPU. He/she will be responsible for supporting the Ministry of Health technical programs, with the primary responsibility of quantification and procurement planning for Malaria commodities. He/she will coordinate with the National Malaria Control Division (NMCD) Logistics focal person to manage Malaria commodities. S/he will work closely with project staff, Ministry of Health DPNM and technical programs, central warehouses, USG agencies, IPs, and other stakeholders to provide technical assistance in ensuring the harmonization and coordination of quantification and procurement planning for Malaria commodities as well as programmatic stock status monitoring.
This system support is primarily focused on strengthening logistics systems and provides a link between MOH and stakeholders and facilitates harmonization within the various supply chains. S/he will identify and disseminate strategic logistics information to enable effective supply planning. S/he will be responsible for quantification of national requirements, tracking commitments, financial and commodity gaps.
Principal Duties and Responsibilities
Project support (25%)
• Support the conceptualization of system support programs and tools to be used with national stakeholders and with MOH counterparts
• Participate in the development and implementation of innovative approaches that aim to benefit national supply chain performance and stakeholders
• Participating in project work planning and reporting
• Participate in meetings with the Ministry of Health, USG agencies, and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction
• Other duties, as assigned by the Senior Technical Advisor – QPPU
Technical support (40%)
• Work with the DPNM, Ministry of Health programs (primarily National Malaria Control Division) and Central Warehouses), USG agencies, and development partners to quantify and periodically review national requirements of medicines and health supplies, including participating in the development of Global Fund to Fight AIDS, Tuberculosis and Malaria
(GFATM proposals) and procurement supply management (PSM) plans
• Support Ministry of Health programs to secure commitments of development partners and the Government of Uganda against developed national quantifications and continuously monitor the funding and commodity gap
• Develop annual procurement plans based on commitments to national quantifications, periodically review progress made on commitments, and regularly update the Pharmaceutical Information Portal (PIP) financial tracking module
• S/he will liaise with the central warehouses to obtain stock status reports to update the PIP warehouse online stock status report (OSSR) and review the supply plan for commodities for malaria comorbidities to ensure recommended stock levels at the central warehouses
• Work with National Medical Stores (NMS), Joint Medical Stores (JMS), local and international procurement agents including GHSC-PSM, Global Fund (GF) and development partners to monitor the procurement pipeline including parameters namely On-Time in Full (OTIF) to ensure optimal warehouse levels
• Standardize and further develop data collection methodology and tools for quantification and supply planning
• Work with sub-national programs, NMCD and DPNM, to strengthen analysis and utilization of data from the supply chain digital platforms including the National Medical Stores Customer Self Services Portal (NMS CSSP), District Health Information System, PIP etc. to facilitate evidencebased decision making
• Work with MoH programs, DPNM, and development partners to monitor and share progress performance on various interventions including Universal Coverage Net campaigns (UCC), Integrated Community Case Management iCCM etc.
• Support the rationalization process of health facilities across warehouses to ensure no interruption in commodity supply. S/he liaises with the central warehouses, National Drug Authority, Ministry of Health, Focal Coordination Office, Commodity suppliers on importations and related regulatory, policy, and planning issues; specifications and ordering; storage and distribution; and compilation of periodic malaria and associated comorbidities commodity situational reports and consumption data for policy, funding and planning purposes
• Participate in the NMS and JMS annual facility procurement planning activities to enhance the utilization of consumption data
Stakeholder engagement (35%)
• Contribute to the building and Management of GOU, USG, and other partners’ relationships with QPPU
• Work with the MoH, partners, and sub-national team to improve key supply chain parameters including order fulfilment rate, data quality, and use at the different levels of health care to enhance health facility commodity availability
• Participate in meetings with the Ministry of Health, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction
• Provide technical input into the development and review of the national policies, strategies, and guidelines to enhance the alignment of supply chain interventions
Qualifications and Desired Attributes:
• Bachelor’s degree in pharmacy or public health required
• Supply chain management certification or training required
• Master's degree in supply chain management or public health preferred
• 6 year’s work experience in pharmaceutical supply management and quantification for essential medicines and health supplies
• Work experience in providing pharmaceutical management technical assistance, especially in supply chain management, quantification, and procurement
• Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
• Work experience with medicines logistics/ inventory management information systems
• Working experience in Uganda with a comprehensive understanding of the Uganda public health system, and previous experience with USAID supported programs is an added advantage
• Prior experience with GHSC-PSM preferred
• Knowledge of quantification tools e.g., Pipeline, Quantification Analytics Tool (QAT)
• Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals
• Willingness to be flexible and adapt to changing priorities and shifting deadlines
• Demonstrated strong organizational, administrative, communications, and reporting skills
• Strong teamwork and team-building skills
• Strong verbal and written communication skills in English.
• Advanced knowledge of quantification software and supply digital platforms like QAT and Online Stock Status Report dashboard among others
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
